Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. The board appoints a chief executive officer known as the Chancellor of the California Community Colleges. Under existing law, community college districts are authorized, among other things, to maintain and operate campuses, employ faculty and other employees, and provide instruction to students.
This bill would establish the California College Promise Innovation Grant Program, under the administration of the chancellor, which would require the chancellor to distribute multiyear grants, upon appropriation by the Legislature, to the governing boards of community college districts, who meet certain requirements, to support the
establishment of regional programs with the goals of increasing college preparation, college access, and college success.begin delete The bill would require the chancellor to annually submit to the Legislature a specified report on the status of the program.end delete
This bill would appropriate $25,000,000 from the General Fund to the chancellor for allocation to community college districts in order to establish the regional programs.

The people of the State of California do enact as follows:
Part 54.1 (commencing with Section 88900) is
2added to Division 7 of Title 3 of the Education Code, to read:

This part shall be known, and may be cited, as the
8California College Promise Innovation Grant Program.
The California College Promise Innovation Grant
10Program is hereby established, to be administered by the Chancellor
11of the California Community Colleges. The chancellor shall
12distribute multiyear grants, upon appropriation by the Legislature,
13to the governing boards of community college districts pursuant
14to applications that satisfy the requirements of this part.
The goals of California College Promise Innovation
16Grant Program awards are to support community college districts
17in establishing regional California College Promise programs in
18partnership with K-12 school districts, California State University
19campuses, and University of California campuses to accomplish
20all of the following:
21(a) Increase the number and percentage of high school students
22within the region who are prepared for and attend college directly
23from high school.
P3 1(b) Increase the percentage of high school graduates within the
2region who are placed inbegin delete college levelend deletebegin insert

3English at a community college, California State University, or
4University of California campus.
5(c) Increase the percentage of students from the region who earn
6degrees or career technical education certificates.
7(d) Increase the percentage of students who successfully transfer
8from a community college to the California State University, the
9University of California, or an independent institution of higher
10education as defined in Section 66010.
11(e) Increase the percentage of students who graduate with a
12bachelor’s degree.
13(f) Reduce and eliminate achievement gaps.
In order to receive a grant, the governing board of a
15community college district shall demonstrate in its application for
16funding that the community college will partner with one or more
17school districts and one or more California State University or
18University of California campuses to establish a California College
19Promise program that includes all of the following practices and
20principles:
21(a) Partnering with one or more school districts to establish an
22Early Commitment to College Program pursuant to Article 6.3
23(commencing with Section 54710) of Chapter 9 of Part 29 of
24Division 4 of Title 2 to provide students and families assistance
25that includes, but is not limited to, learning
about college
26opportunities, visiting campuses, taking and completing college
27preparatory courses, and applying for college and financial aid.
28(b) Partnering with one or more school districts to support and
29improve high school student preparation for college through
30practices that may include, but are not limited to, small learning
31communities, concurrent enrollment, and other evidence-based
32practices.
33(c) Utilizing placement and student assessment indicators that
34include multiple measures of student performance, including grades
35in high school courses, overall grade point averages, results from
36common assessments, and input from counselors.
37(d) Providing students with access to full-time course schedules
38that
include math, reading, and English courses.
P4 1(e) Providing outreach to students regarding the Associate
2Degrees for Transfer and the California Community College
3Transfer Entitlement Cal Grant program.
4(f) Partnering with regional California State University campuses
5with the goal of guaranteed admission and seamless transfer for
6students who have successfully completed transfer requirements.
7This subdivision does not apply to a community college district
8located in a region where the California State University campus
9in that region has declared campuswide impaction.
The Legislature encourages school districts, the
11University of California, the California State University, the
12Student Aid Commission, independent colleges and universities,
13local and regional government agencies, and nonprofit, business,
14or other community organizations to provide support services as
15needed in coordination with community college districts for
16purposes of this part.
(a) The Chancellor of the California Community
18Colleges shall annually submit to the Legislature a report on the
19status of the program, including, but not limited to, the number of
20community college districts participating in the program and
21relevant outcome data reported by community college districts to
22the chancellor.
23(b) A report pursuant to subdivision (a) shall be submitted to
24the Legislature in compliance with Section 9795 of the Government
25Code.
(a) It is the intent of the Legislature to encourage
27California Community Colleges to establish regional California
28College Promise programs with the goals of increasing college
29preparation, college access, and college success.
30(b) (1) The sum of twenty-five million dollars ($25,000,000)
31is hereby appropriated from the General Fund to the Chancellor
32of the California Community Colleges for allocation to community
33college districts upon the submission and approval of district
34applications detailing the strategy for establishing a regional
35California College Promise program pursuant to Part 54.1
36(commencing with Section 88900) of Division 7 of Title 3 of the
37Education Code.
38(2) For purposes of making the computations required by Section
398 of Article XVI of the California Constitution, the funds
40appropriated pursuant to this section shall be deemed to be
P5 1“General Fund revenues appropriated for community college
2districts,” as defined in subdivision (d) of Section 41202 of the
3Education Code, for the 2016-17 fiscal year, and included within
4the “total allocations to school districts and community college
5districts from General Fund proceeds of taxes appropriated pursuant
6to Article XIII B,” as defined in subdivision (e) of Section 41202
7of the Education Code, for the 2016-17 fiscal year.
