Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. The board appoints a chief executive officer known as the Chancellor of the California Community Colleges. Under existing law, community college districts are authorized, among other things, to maintain and operate campuses, employ faculty and other employees, and provide instruction to students.
This bill would establish the California College Promise Innovation Grant Program, under the administration of thebegin delete chancellor,end deletebegin insert Office of the Chancellor of the California
Community Colleges,end insert which would require thebegin delete chancellorend deletebegin insert chancellor’s officeend insert to distributebegin delete multiyearend delete grants, upon appropriation by the Legislature, to the governing boards of community college districts, who meet certain requirements, to support the establishment of regional programs with the goals of increasing college preparation, college access, and college success.

(b) For purposes of this part, “chancellor’s office” means the
17Office of the Chancellor of the California Community Colleges.
The goals ofbegin insert theend insert California College Promise Innovation
19Grant Program awards are to support community college districts
20in establishingbegin insert or expandingend insert regional California College Promise
21programs in partnership withbegin delete K-12 school districts, California
22State University campuses, and University of California campusesend delete
23begin insert school districts and public postend insertbegin insertsecondary
universities in Californiaend insert
24 to accomplish all of the following:
25(a) Increase the number and percentage of high school students
26within the region who are prepared for and attend college directly
27from high school.
28(b) Increase the percentage of high school graduates within the
29region who are placed in college-level math and English at a

(g) Leverage existing sources of local and state funding to better
18align efforts to improve student success.

20a community college district shall demonstrate in its application
21for funding that the community college will partner with one or
22more school districts and one or more California State University
23or University of Californiabegin delete campusesend deletebegin insert campuses, if appropriate,end insert to

or expandend insert a California College Promise program that
25includes all of the following practices and principles:

28Early Commitment to College Programbegin delete pursuant toend deletebegin insert that is
29consistent with the intent ofend insert Article 6.3 (commencing with
Section
3054710) of Chapter 9 of Part 29 of Division 4 of Title 2 to provide
31begin insert K-end insertbegin insert12end insert students and families assistance that includes, but is not
32limited to, learning about college opportunities, visiting campuses,
33taking and completing college preparatory courses, and applying
34for college and financial aid.

through practices that may include,
39but are not limited to, small learning communities, concurrent

14university, or earn a career technical education certificate in

who are enrolled at a
18community college within the community college districtend insert regarding
19the Associate Degrees for Transfer and the California Community
20College Transfer Entitlement Cal Grant program.
21(f) Partnering with regional California State University campuses
22with the goal of guaranteed admission and seamless transfer for
23students who have successfully completed transfer requirements.
24This subdivision does not apply to a community college district
25located in a region where the California State University campus
26in that region has declared campuswide impaction.

(b) (1) The chancellor’s office in its application criteria shall
28encourage the governing board of a community college district
29applying to receive a California College Promise Innovation Grant
30Program award to identify local public and private sources of
31funding to develop sustainable California College Promise
32programs within the community college district.

(2) The chancellor’s office in its application criteria shall
34encourage the governing board of a community college district
35applying to receive a California College Promise Innovation Grant
36Program award to leverage new or existing sources of local and
37state funding to better align efforts to improve student success.

(c) The chancellor’s office shall post on its Internet Web site,
39for ease of access, all applications that receive funding under the
40grant program and
shall encourage each community college
P5 1district that does not receive a grant to identify local public and
2private sources of funding to develop sustainable California
3College Promise programs within the district.

(d) (1) The chancellor’s office shall be responsible for
5developing application criteria, administrative guidelines, and
6other requirements for purposes of administering the grant
7program.

(2) An application that demonstrates one or both of the following
9shall receive first priority:
10
(A) Identifies local public and private sources of funding to
11develop sustainable California College Promise programs within
12the community college district.
13
(B) Leverages new or existing sources of local and state funding
14to better align efforts to improve student success.
15
(3) An application that demonstrates one or more of the
16following shall receive secondary priority:
17
(A) Develops partnerships pursuant to paragraph (2) of
18subdivision (a) with school districts located predominately within
19the community college district’s residential boundaries.
20
(B) Provides services to a greater proportion of students.
21
(C) Develops at least one partnership with a California State
22University campus with the goal of guaranteeing admission and
23seamless transfer to the California State University campus for
24the district’s students who have successfully completed
transfer
25requirements.

28Student Aid Commission, independent colleges and universities,
29local and regional government agencies, and nonprofit, business,
30or other community organizations to provide support services as
31needed in coordination with community college districts for
32purposes of this part.

(b) The Legislature
further encourages the chancellor’s office
34to coordinate implementation of this part with other funded college
35readiness and pathways programs.
The governing board of a community college district
37that receives a grant is encouraged to enter into a memorandum
38of understanding with a partnering school district or public
39postsecondary university to coordinate the programs and activities

2of this part.
