The people of the State of California do enact as follows:

(a) Child development programs established by the
4California Community Colleges, the California State University,
5and the University of California pursuant to Section 66060 shall
6give priority to children of students who are active duty members
7of the California National Guard.
8(b) Priority pursuant to subdivision (a) shall not exceed other
9priorities established, as of January 1, 2017, by the public
10postsecondary educational institution or the Superintendent of
11Public Instruction for the program.
Section 70900 of the Education Code is amended
13to read:
There is hereby established the California Community
15Colleges, a postsecondary education system consisting of
16community college districts established pursuant to law and the
17Board of Governors of the California Community Colleges. The
18board of governors shall carry out the functions specified in Section
1970901, and
local districts shall carry out the functions specified in
20Section 70902.
