The following information is revised to reflect amendments
adopted by the committee on August 11, 2016
Bill
Summary: AB 1794 would revise the composition of the Central
Basin Water District's (CBMWD's) board of directors, as
specified.
Fiscal
Impact: Unknown local costs, some of which may be reimbursable
by the state General Fund. Potentially reimbursable costs may
exceed $100,000. Actual costs would depend upon a determination
by the Commission on State Mandates regarding what expenses
incurred by CBMWD in implementing the bill are deemed to be
subject to state reimbursement.

See staff comments in the analysis from the August 1 hearing for
a discussion of potentially reimbursable costs. Staff notes
that the amendments adopted by this Committee reduce the
potentially reimbursable costs. Specifically, eliminating the
technical oversight committee and delaying the redistricting
process until after the next census (at which time the CBMWD
would be required to update district division boundaries anyway)
would reduce local costs that may be subject to reimbursement.
Author
Amendments:
Change the date when the CBMWD board changes from eight
members to seven members to November 8, 2022, which delays the
time by which the district must be divided into four equalized
electorate divisions, rather than the current five divisions.
Add a provision that prohibits an appointed director from
holding more than one consecutive term of office on the board.
Strike out provisions that establish a technical oversight
committee.
Strike out the urgency clause.
Make the bill contingent upon the enactment of SB 953 (Lara),
of the 2015-16 Regular Session.
