The people of the State of California do enact as follows:
The Legislature hereby finds and declares all of
2the following:
3(a) In 2007, the state purchased three mobile field hospitals
4with the intent to replace or augment acute hospital care capacity
5during catastrophic emergencies or outbreaks, such as
6earthquakes, fires, and floods.
7(b) Each mobile field hospital can be deployed as a 200-bed
8acute care facility with its own power generation system, HVAC,
9and medical equipment, such as ventilators, oxygen delivery, and
10diagnostic
equipment. Each hospital has an emergency department,
11operating room stations, intensive care unit, digital X-ray,
12laboratory testing, and pharmacy. This is the largest nonmilitary
13mobile field hospital program in the world.
14(c) All three mobile field hospitals that the state owns are stored
15in the Sacramento area in delayed-deployment status.
16(d) Without funding, these units cannot be mobilized in time to
17treat patients during the initial phase of a response to a
18catastrophic emergency or outbreak.
19(e) The state should proactively procure and manage these
20assets before a natural disaster or other catastrophic emergency
21occurs.
There is hereby appropriated the sum of two million
23dollars ($2,000,000) from the General Fund to the Office of
24Emergency Services for the purpose of providing maintenance and
25upkeep of one or more mobile field hospitals to be ready and
26available within 72 hours to assist local communities in the event
27of a natural disaster or other mass casualty incident.
It is the intent of the Legislature to establish
29funding for one mobile field hospital to be ready and available
30within 72 hours to assist local communities in the event of a natural
31disaster or other mass casualty incidents.
