Existing law creates the Adult Education Block Grant Program under the administration of the Chancellor of the California Community Colleges and the Superintendent of Publicbegin delete Instruction, which provides funds for certain adult education consortia.end deletebegin insert Instruction. Under this program, the chancellor and Superintendent, with the advice of the executive director of the State Board of Education, are required to divide the state into adult education regions and approve one adult education consortium in each adult education region. Existing law requires the chancellor and the Superintendent to submit to the Director of Finance, the State Board of Education, and the Legislature, by September 30 following any year for which funds are
appropriated for the program, a report about the use of specified funds and outcomes for adults statewide and in each adult education region.end insert
This bill would appropriate $250,000,000 every fiscal year from the General Fund to the Chancellor of the California Community Colleges and the Superintendent of Public Instruction for ongoing support of the Adult Education Block Grant Program.
end deleteThis bill would also declare the intent of the Legislature to add this appropriation to the $500,000,000 appropriated annually in recent state budgets for the Adult Education Block Grant Program for a total of $750,000,000 annually, and would make certain findings and declarations relating to adult education funding.
end deleteThe funds appropriated by this bill would be applied toward the minimum funding requirements for school districts and community college districts imposed by Section 8 of Article XVI of the California Constitution.

(a) To inform actions taken by the Governor and the
4Legislature related to adult education, the chancellor and the
5Superintendent shall submit to the Director of Finance,begin delete toend delete the State
6Board of Education, and, in conformity with Section 9795 of the
7Government Code,begin delete toend delete the Legislature, by September 30 following
8any fiscal year for which funds are appropriated for the program,
9a report about the use of these funds and outcomes for adults
10statewide and in each adult education region. The report shall
11include at least all of the following:
12(1) A summary of the adult education plan operative for each
13
consortium.
14(2) The distribution schedule for each consortium.
15(3) The types and levels of services provided by each
16consortium.
17(4) The effectiveness of each consortium in meeting the
18educational needs of adults in its respective region.
P3 1(5) Any recommendations related to delivery of education and
2workforce services for adults, including recommendations related
3to improved alignment of state programs.

(6) A summary, based on an assessment by each consortium,
5regarding the extent to which funds provided to the consortium
6pursuant to this article were insufficient to address the demands
7for adult education
within the service area of the consortium.
8(b) (1) The chancellor and the Superintendent may require a
9consortium, as a condition of receipt of an apportionment, to submit
10any reports or data necessary to produce the report described in
11subdivision (a).
12(2) The chancellor and the Superintendent shall align the data
13used to produce the report described in subdivision (a) with data
14reported by local educational agencies for other purposes, such as
15data used for purposes of the federal Workforce Opportunity and
16Innovation Act (Public Law 113-128).
17(3) The Employment Development Department and the
18California Workforce Investment Board shall provide any
19assistance needed to align delivery of services across state and
20regional workforce, education, and job service
programs.
(a) The Legislature finds and declares both of
22the following:
23(1) According to the Regional Planning Report of 2015 authored
24by the Chancellor of the California Community Colleges and the
25Superintendent of Public Instruction, between the years of 2008
26and 2013 an estimated 65 adult schools across California were
27closed.
28(2) Increasing funding for the
Adult Education Block Grant
29Program established pursuant to Article 9 (commencing with
30Section 84900) of Chapter 5 of Part 50 of Division 7 of Title 3 of
31the Education Code to seven hundred fifty million dollars
32($750,000,000) would restore adult education funding to its 2008
33level.
34(b) It is the intent of the Legislature to add two hundred fifty
35million dollars ($250,000,000) annually to the five hundred million
36dollars ($500,000,000) appropriated annually in recent state
37budgets for the Adult Education
Block Grant Program for a total
38provided for these purposes each year of seven hundred fifty
39million dollars ($750,000,000).
P4 1(c) The sum of two hundred fifty million dollars ($250,000,000)
2is hereby appropriated every fiscal year from the General Fund to
3the Chancellor of the California Community Colleges and the
4Superintendent of Public Instruction for ongoing support of the
5Adult Education Block Grant Program
implemented pursuant to
6Section
84900 of the Education Code.
