Existing law establishes the Strategic Growth Council and requires the council, among other things, to identify and review the activities and funding programs of member state agencies that may be coordinated to improve air and water quality.

This bill would establish within the council a Board of Infrastructure Planning, Development, and Finance, consisting of the Governor, the Treasurer, the Controller, the Secretary of Transportation, the Director of General Services, one member selected by the President pro Tempore of the Senate, and one member selected by the Speaker of the Assembly. The bill would require the board to categorize and recommend the priority of the state’s infrastructure needs and develop funding to finance those projects.

Existing law requires each pupil completing grade 12 to satisfy certain requirements as a condition of receiving a diploma of graduation from high school. These requirements include the completion of designated coursework in grades 9 to 12, inclusive, including the completion of at least 2 courses in mathematics, 2 courses in science, including biological and physical sciences, and one course in visual or performing arts, foreign language, or career technical education. Existing law authorizes the governing board of a school district to adopt additional coursework requirements. Existing law authorizes the governing board of a school district that requires the completion of more than 2 courses in mathematics for graduation from high school to award a pupil up to one mathematics course credit for successfully completing an approved computer science course, as provided.

(a) There is within the council a Board of Infrastructure
4Planning, Development, and Finance. The board shall consist of
5the Governor, the Treasurer, the Controller, the Secretary of
6Transportation, the Director of General Services, one member

8member selected by the Speaker of the Assembly.

SECTION 1.  

Section 51225.35 of the Education Code is
13amended to read:

51225.35.  

(a) (1) If the governing board of a school district
15requires more than two courses in mathematics for graduation from
16high school, the governing board of the school district may award
17a pupil up to one mathematics course credit pursuant to
18subparagraph (B) of paragraph (1) of subdivision (a) of Section
1951225.3 for successfully completing a “category C” approved
20computer science course.

21(2) The governing board of the school district is encouraged to
22ensure that any computer science course that the school district
23awards a pupil mathematics course credit for pursuant to paragraph
24(1) builds upon fundamental mathematics content.

P3    1(3) The governing board of the school district is encouraged to
2support schools in submitting any computer science course that a
3school wishes to use to fulfill school district imposed mathematics
4subject area requirements to the University of California for
5certification and addition to the school’s “A-G” course list.

6(b) For purposes of this section, “category C” refers to the
7“A-G” admission requirements for the California State University
8and the University of California.
