The Cal Grant Program establishes Cal Grant C awards, which may be used only for institutional fees, and other costs, as specified, for occupational or technical training in a course of not less than 4 months, under the administration of the Student Aid Commission. 14(c) (1) Notwithstanding subdivision (b), and subdivision (c) of
15Section 66021.2, commencing with the 2013-14 award year, the
16maximum tuition award amounts for Cal Grant A and B awards
17for students attending private for-profit and nonprofit
18postsecondary educational institutions shall be as follows:
19(A) Four thousand dollars ($4,000) for new recipients attending
20private for-profit postsecondary educational institutions.
P3 1(B) For the 2015-16 and 2016-17 award years, nine thousand
2eighty-four dollars ($9,084) for new recipients attending private
3nonprofit
postsecondary educational institutions. For the 2017-18
4award year and each award year thereafter, eight thousand fifty-six
5dollars ($8,056) for new recipients attending private nonprofit
6postsecondary educational institutions.
7(2) The renewal award amount for a student whose initial award
8is subject to a maximum award amount specified in this subdivision
9shall be calculated pursuant to paragraph (2) of subdivision (a) of
10Section 69433.
11(3) Notwithstanding subparagraph (A) of paragraph (1), new
12recipients attending private for-profit postsecondary educational
13institutions that are accredited by the Western Association of
14Schools and Colleges as of July 1, 2012, shall have the same
15maximum tuition award amounts as are set forth in subparagraph
16(B) of paragraph (1).

As used in this chapter, the following terms have the
20following meanings:
21(a) An “academic year” is July 1 to June 30, inclusive. The
22starting date of a session shall determine the academic year in
23which it is included.
24(b) “Access costs” means living expenses and expenses for
25transportation, supplies, and books.
26(c) “Award year” means one academic year, or the equivalent,
27of attendance at a qualifying institution.
28(d) “College grade point average” and “community college
29grade point average” mean a grade point average calculated on the
30basis of all college work completed, except for
nontransferable
31units and courses not counted in the computation for admission to
32a California public institution of higher education that grants a
33baccalaureate degree.
34(e) “Commission” means the Student Aid Commission.
35(f) “Enrollment status” means part- or full-time status.
36(1) “Part time,” for purposes of Cal Grant eligibility, means 6
37to 11 semester units, inclusive, or the equivalent.
38(2) “Full time,” for purposes of Cal Grant eligibility, means 12
39or more semester units or the equivalent.
P4 1(g) “Expected family contribution,” with respect to an applicant,
2shall be determined using the federal methodology pursuant to
3subdivision (a) of Section 69506 (as established by Title IV of the
4
federal Higher Education Act of 1965, as amended (20 U.S.C. Sec.
51070 et seq.)) and applicable rules and regulations adopted by the
6commission.
7(h) “High school grade point average” means a grade point
8average calculated on a 4.0 scale, using all academic coursework,
9for the sophomore year, the summer following the sophomore
10year, the junior year, and the summer following the junior year,
11excluding physical education, Reserve Officers’ Training Corps
12(ROTC), and remedial courses, and computed pursuant to
13regulations of the commission. However, for high school graduates
14who apply after their senior year, “high school grade point average”
15includes senior year coursework.
16(i) “Instructional program of not less than one academic year”
17means a program of study that results in the award of an associate
18or baccalaureate degree or certificate requiring at least 24 semester
19units or the
equivalent, or that results in eligibility for transfer from
20a community college to a baccalaureate degree program.
21(j) “Instructional program of not less than two academic years”
22means a program of study that results in the award of an associate
23or baccalaureate degree requiring at least 48 semester units or the
24equivalent, or that results in eligibility for transfer from a
25community college to a baccalaureate degree program.
26(k) (1) “Maximum household income and asset levels” means
27the applicable household income and household asset levels for
28participants, including new applicants and renewing recipients, in
29the Cal Grant Program, as defined and adopted in regulations by
30the commission for the 2001-02 academic year, which shall be
31set pursuant to the following income and asset ceiling amounts:

27(2) The commission shall annually adjust the maximum
28household income and asset levels based on the percentage change
29in the cost of living within the meaning of paragraph (1) of
30subdivision (e) of Section 8 of Article XIII B of the California
31Constitution. The maximum household income and asset levels
32applicable to a renewing recipient shall be the
greater of the
33adjusted maximum household income and asset levels or the
34maximum household income and asset levels at the time of the
35renewing recipient’s initial Cal Grant award. For a recipient who
36was initially awarded a Cal Grant for an academic year before the
372011-12 academic year, the maximum household income and asset
38levels shall be the greater of the adjusted maximum household
39income and asset levels or the 2010-11 academic year maximum
P6 1household income and asset levels. An applicant or renewal
2recipient who qualifies to be considered under the simplified needs
3test established by federal law for student assistance shall be
4presumed to meet the asset level test under this section. Before
5disbursing any Cal Grant funds, a qualifying institution shall be
6obligated, under the terms of its institutional participation
7agreement with the commission, to resolve any conflicts that may
8exist in the data the institution possesses relating to that individual.
9(l) (1) “Qualifying institution” means an institution that
10complies with paragraphs (2) and (3) and is any of the following:
11(A) A California private or independent postsecondary
12educational institution that participates in the Pell Grant Program
13and in at least two of the following federal student aid programs:
14(i) Federal Work-Study Program.
15(ii) Federal Stafford Loan Program.
16(iii) Federal Supplemental Educational Opportunity Grant
17Program.
18(B) A nonprofit institution headquartered and operating in
19California that certifies to the commission that 10 percent of the
20institution’s operating budget, as
demonstrated in an audited
21financial statement, is expended for purposes of institutionally
22funded student financial aid in the form of grants, that demonstrates
23to the commission that it has the administrative capacity to
24administer the funds, that is accredited by the Western Association
25of Schools and Colleges, and that meets any other state-required
26criteria adopted by regulation by the commission in consultation
27with the Department of Finance. A regionally accredited institution
28that was deemed qualified by the commission to participate in the
29Cal Grant Program for the 2000-01 academic year shall retain its
30eligibility as long as it maintains its existing accreditation status.
31(C) A California public postsecondary educational institution.
32(2) (A) The institution shall provide information on where to
33access California license examination passage rates for
the most
34recent available year from graduates of its undergraduate programs
35leading to employment for which passage of a California licensing
36examination is required, if that data is electronically available
37through the Internet Web site of a California licensing or regulatory
38agency. For purposes of this paragraph, “provide” may exclusively
39include placement of an Internet Web site address labeled as an
40access point for the data on the passage rates of recent program
P7 1graduates on the Internet Web site where enrollment information
2is also located, on an Internet Web site that provides centralized
3admissions information for postsecondary educational systems
4with multiple campuses, or on applications for enrollment or other
5program information distributed to prospective students.
6(B) The institution shall be responsible for certifying to the
7commission compliance with the requirements of subparagraph
8(A).
9(3) (A) The commission shall certify by November 1 of each
10year the institution’s latest official three-year cohort default rate
11and graduation rate as most recently reported by the United States
12Department of Education. For purposes of this section, the
13graduation rate is the percentage of full-time, first-time degree or
14certificate-seeking undergraduate students who graduate in 150
15percent or less of the expected time to complete degree
16requirements as most recently reported publicly in any format,
17including preliminary data records, by the United States
18Department of Education.
19(B) For purposes of the 2011-12 academic year, an otherwise
20qualifying institution with a three-year cohort default rate reported
21by the United States Department of Education that is equal to or
22greater than 24.6 percent shall be ineligible for initial and renewal
23Cal Grant awards at
the institution.
24(C) For purposes of the 2012-13 academic year, and every
25academic year thereafter, an otherwise qualifying institution with
26a three-year cohort default rate that is equal to or greater than 15.5
27percent, as certified by the commission on October 1, 2011, and
28every year thereafter, shall be ineligible for initial and renewal Cal
29Grant awards at the institution.
30(D) (i) An otherwise qualifying institution that becomes
31ineligible under this paragraph for initial and renewal Cal Grant
32awards shall regain its eligibility for the academic year for which
33it satisfies the requirements established in subparagraph (B), (C),
34or (F), as applicable.
35(ii) If the United States Department of Education corrects or
36revises an institution’s three-year cohort default rate or graduation
37rate that
originally failed to satisfy the requirements established
38in subparagraph (B), (C), or (F), as applicable, and the correction
39or revision results in the institution’s three-year cohort default rate
40or graduation rate satisfying those requirements, that institution
P8 1shall immediately regain its eligibility for the academic year to
2which the corrected or revised three-year cohort default rate or
3graduation rate would have been applied.
4(E) An otherwise qualifying institution for which no three-year
5cohort default rate or graduation rate has been reported by the
6United States Department of Education shall be provisionally
7eligible to participate in the Cal Grant Program until a three-year
8cohort default rate or graduation rate has been reported for the
9institution by the United States Department of Education.
10(F) For purposes of the 2012-13 academic year, and every
11academic year
thereafter, an otherwise qualifying institution with
12a graduation rate of 30 percent or less, as certified by the
13commission pursuant to subparagraph (A), shall be ineligible for
14initial and renewal Cal Grant awards at the institution, except as
15provided for in subparagraph (H).
16(G) Notwithstanding any other law, the requirements of this
17paragraph shall not apply to institutions with 40 percent or less of
18undergraduate students borrowing federal student loans, using
19information reported to the United States Department of Education
20for the academic year two years before the academic year in which
21the commission is certifying the three-year cohort default rate or
22graduation rate pursuant to subparagraph (A).
23(H) Notwithstanding subparagraph (F), an otherwise qualifying
24institution that maintains a three-year cohort default rate that is
25less than 15.5 percent and a graduation rate
above 20 percent for
26students taking 150 percent or less of the expected time to complete
27degree requirements, as certified by the commission pursuant to
28subparagraph (A), shall be eligible for initial and renewal Cal Grant
29awards at the institution through the 2016-17 academic year.
30(I) The commission shall do all of the following:
31(i) Notify initial Cal Grant recipients seeking to attend, or
32attending, an institution that is ineligible for initial and renewal
33Cal Grant awards under subparagraph (C) or (F) that the institution
34is ineligible for initial Cal Grant awards for the academic year for
35which the student received an initial Cal Grant award.
36(ii) Notify renewal Cal Grant recipients attending an institution
37that is ineligible for initial and renewal Cal Grant awards at the
38institution under subparagraph (C) or
(F) that the student’s Cal
39Grant award will be reduced by 20 percent, or eliminated, as
P9 1appropriate, if the student attends the ineligible institution in an
2academic year in which the institution is ineligible.
3(iii) Provide initial and renewal Cal Grant recipients seeking to
4attend, or attending, an institution that is ineligible for initial and
5renewal Cal Grant awards at the institution under subparagraph
6(C) or (F) with a complete list of all California postsecondary
7educational institutions at which the student would be eligible to
8receive an unreduced Cal Grant award.
9(iv) (I) Establish an appeal process for an otherwise qualifying
10institution that fails to satisfy the three-year cohort default rate and
11graduation rate requirements in subparagraphs (C) and (F),
12respectively.
13(II) The commission may grant an
appeal for an academic year
14only if the commission has determined the institution has a cohort
15size of 20 individuals or less and the cohort is not representative
16of the overall institutional performance.
17(m) “Satisfactory academic progress” means those criteria
18required by applicable federal standards published in Title 34 of
19the Code of Federal Regulations. The commission may adopt
20regulations defining “satisfactory academic progress” in a manner
21that is consistent with those federal standards.

(a) For the purposes of this section, the following terms
25have the following meanings:
26(1) “Career pathway” has the same meaning as set forth in
27Section 88620.
28(2) “Economic security” has the same meaning as set forth in
29Section 14005 of the Unemployment Insurance Code.
30(3) “Industry cluster” has the same meaning as set forth in
31Section 88620.
32(4) “Long-term unemployed” means, with respect to an award
33applicant, a person who has been unemployed for more than 26
34weeks at the time of submission to the commission of his or her
35application.
36(5) “Occupational or technical training” means that phase of
37education coming after the completion of a secondary school
38program and leading toward recognized occupational goals
39approved by the commission.
P10 1(b) Abegin insert Competitiveend insert Cal Grant C award shall be utilized only for
2occupational or technical training in a course of not less than four
3months. There shall be the same number ofbegin insert Competitiveend insert Cal Grant
4C awards each year as were made in the 2000-01 fiscal year. The
5maximum award amount and the total amount of funding shall be
6determined each year in the annual Budget Act.
7(c) The commission may use criteria it
deems appropriate in
8selecting students to receive grants for occupational or technical
9training and shall give special consideration to the social and
10economic situations of the students applying for these grants, giving
11additional weight to disadvantaged applicants, applicants who face
12economic hardship, and applicants who face particular barriers to
13employment. Criteria to be considered for these purposes shall
14include, but are not limited to, all of the following:
15(1) Family income and household size.
16(2) Student’s or the students’ parent’s household status,
17including whether the student is a single parent or child of a single
18parent.
19(3) The employment status of the applicant and whether the
20applicant is unemployed, giving greater weight to the long-term
21unemployed.
22(d) Thebegin insert Competitiveend insert Cal Grant C award recipients shall be
23eligible for renewal of their grants until they have completed their
24occupational or technical training in conformance with terms
25prescribed by the commission. A determination by the commission
26for a subsequent award year that the program under which a
27begin insert Competitiveend insert Cal Grant C award was initially awarded is no longer
28deemed to receive priority shall not affect an award recipient’s
29renewal. In no case shall the grants exceed two calendar years.

3(f) (1) To ensure alignment with the state’s dynamic economic
4needs, the commission, in consultation with appropriate state and
5federal agencies, including the Economic and Workforce
6Development Division of the Office of the Chancellor of the
7California Community Colleges and the California Workforce
8Investment Board, shall identify areas of occupational and technical
9training for which students may utilize Cal Grant C awards. The
10commission, to the extent feasible, shall also consult with
11representatives of the state’s leading competitive and emerging
12industry clusters, workforce professionals, and career technical
13educators, to determine which occupational training programs and
14industry clusters should be prioritized.
15(2) (A) Except as provided in subparagraph (B), the areas of
16occupational and technical training developed pursuant to
17paragraph (1) shall be regularly reviewed and updated at least
18every five years, beginning in 2012.
19(B) By January 1, 2016, the commission shall update the priority
20areas of occupational and technical training.
21(3) (A) The

(f) (1) An additional Competitive Cal Grant C award not to
23exceed an annual amount of two thousand four hundred and
24sixty-two dollars ($2,462) shall be provided to community college
25students for occupational or technical training to cover access
26costs, training-related costs, such as special clothing and required
27tools and equipment, and tuition and fees. The award described
28in this paragraph shall be reserved exclusively for students enrolled
29at California Community Colleges. The commission shall establish
30a second application deadline of September 2 for community
31college students to apply for this award effective with the fall term
32or semester of the 2017-2018 academic year.

(2) The Office of the Chancellor of the California Community
34Colleges shall annually provide the commission with a regional
35inventory of priority and emerging industry sectors and priority
36
occupational and technical training programs developed by each
37community college economic and workforce development region
38that have high employer demand, high projected employment
39growth, high earning outcomes, or are part of a well-articulated
40career pathway to a job or providing economic security.

(3) The commission shall do both of the following:

(A) Use the information it receives pursuant to paragraph (2)
3to determine which occupational or technical training programs
4shall be prioritized for an award pursuant to this subdivision and
5consistent with subdivision (g).

(B) Publish, and maintain, on its Internet Web site an up to date
7list of the priority and emerging industry sectors and occupational
8and technical training programs that are in demand in each
9community college economic and workforce development
region.

32(g) The commission shall determine areas of occupational or
33technical training that meet the criteria described in paragraph (3)
34of subdivision (f) in consultation with the Employment
35Development Department, the Economic and Workforce
36Development Division of the Office of the Chancellor of the
37California Community Colleges, and the California Workforce
38Investment Board using projections available through the Labor
39Market Information Data Library. The commission may supplement
40the analyses of the Employment Development Department’s Labor
P13 1Market Information Data Library with the labor market analyses
2developed by the Economic and Workforce Development Division
3of the Office of the Chancellor of the California Community
4Colleges and the California Workforce Investment Board, as well
5as
the projections of occupational shortages and skills gap
6developed by industry leaders. The commission shall publish, and
7retain, on its Internet Web site a current list of the areas of
8occupational or technical training that meet the criteria described
9in paragraph (3) of subdivision (f), and update this list as necessary.
10(h) Using the best available data, the commission shall examine
11the graduation rates and job placement data, or salary data, of
12eligible programs. Commencing with the 2014-15 academic year,
13the commission shall give priority tobegin insert

14award applicants seeking to enroll in programs that rate high in
15graduation rates and job placement data, or salarybegin delete data.end deletebegin insert data,
16including wage gain and initial earnings.end insert
17(i) (1) The commission shall consult with the Employment
18Development Department, the Office of the Chancellor of the
19California Community Colleges, the California Workforce
20Investment Board, and the local workforce investment boards to
21develop a plan to publicize the existence of the grant award
22program to California’s long-term unemployed to be used by those
23consulting agencies when they come in contact with members of
24the population who are likely to be experiencing long-term
25unemployment. The
outreach plan shall use existing administrative
26and service delivery processes making use of existing points of
27contact with the long-term unemployed. The local workforce
28investment boards are required to participate only to the extent
29that the outreach efforts are a part of their existing responsibilities
30under the federal Workforce Investment Act of 1998 (Public Law
31105-220).
32(2) The commission shall consult with the Workforce Services
33Branch of the Employment Development Department, the Office
34of the Chancellor of the California Community Colleges, the
35California Workforce Investment Board, and the local workforce

25successfully placed in jobs that meet local, regional, or state

27(2) For the report due on or before April 1, 2015, the Legislative
28Analyst’s Office shall include data for two additional prior award
29years and shall compare the mix of occupational and technical

(a) (1) A Cal Grant C Entitlement award shall be
40awarded only for access costs for community college students who
P15 1are enrolled in a for-credit certificate or credential instructional
2program that is less than one academic year in length and that is
3an occupational or technical training program identified by the
4commission as having high employer demand, high projected
5employment growth, high earning outcomes, or as being part of
6a well-articulated career pathway to a job providing economic
7security. For purposes of this section, an academic year constitutes
8two semesters or 24 semester units.

(2) An award for access costs under this section shall be in an
10annual amount not to exceed three thousand dollars ($3,000).
This
11amount may be adjusted in the annual Budget Act.
12
(b) A student is entitled to receive a Cal Grant C Entitlement
13award, and the commission shall allocate that award pursuant to
14Section 66021.2, if all of the following criteria are met:
15
(1) The student is a California resident.
16
(2) The student has submitted, pursuant to Section 69432.9, a
17complete financial aid application, submitted or postmarked no
18later than the third September 2 following high school graduation
19or its equivalent.
20
(3) The student demonstrates financial need pursuant to Section
2169433.
22
(4) The student attains a high school grade point average of at
23least 2.0 on a four-point scale.
24
(5) The student is pursuing a for-credit certificate or credential
25instructional program offered by a community college that is less
26than one academic year in length.
27
(6) The student meets the general Cal Grant eligibility
28requirements set forth in Article 1 (commencing with Section
2969430).
Section 69439 of the Education Code is amended
31to read:
(a) For the purposes of this section, the following terms
33have the following meanings:
34(1) “Career pathway” has the same meaning as set forth in
35Section 88620.
36(2) “Economic security” has the same meaning as set forth in
37Section 14005 of the Unemployment Insurance Code.
38(3) “Industry cluster” has the same meaning as set forth in
39Section 88620.
P16 1(4) “Long-term unemployed” means, with respect to an award
2applicant, a person who has been unemployed for more than 26
3weeks at the time of submission to the
commission of his or her
4application.
5(5) “Occupational or technical training” means that phase of
6education coming after the completion of a secondary school
7program and leading toward recognized occupational goals
8approved by the commission.
9(b) A Cal Grant C award shall be utilized only for occupational
10or technical training in a course of not less than four months. There
11shall be the same number of Cal Grant C awards each year as were
12made in the 2000-01 fiscal year. The maximum award amount
13shall be three thousand dollars ($3,000).
14(c) The commission may use criteria it deems appropriate in
15selecting students to receive grants for occupational or technical
16training and shall give special consideration to the
social and
17economic situations of the students applying for these grants, giving
18additional weight to disadvantaged applicants, applicants who face
19economic hardship, and applicants who face particular barriers to
20employment. Criteria to be considered for these purposes shall
21include, but are not limited to, all of the following:
22(1) Family income and household size.
23(2) Student’s or the students’ parent’s household status,
24including whether the student is a single parent or child of a single
25parent.
26(3) The employment status of the applicant and whether the
27applicant is unemployed, giving greater weight to the long-term
28unemployed.
29(d) The Cal
Grant C award recipients shall be eligible for
30renewal of their grants until they have completed their occupational
31or technical training in conformance with terms prescribed by the
32commission. A determination by the commission for a subsequent
33award year that the program under which a Cal Grant C award was
34initially awarded is no longer deemed to receive priority shall not
35affect an award recipient’s renewal. In no case shall the grants
36exceed two calendar years.
37(e) Cal Grant C awards may be used for institutional charges
38and access costs, as defined in subdivision (b) of Section 69432.7.
39In determining the individual award amounts, the commission
40shall take into account the financial means available to the student
P17 1to fund his or her course of study and costs of attendance as well
2as other state and federal programs available to the
applicant.
3(f) (1) To ensure alignment with the state’s dynamic economic
4needs, the commission, in consultation with appropriate state and
5federal agencies, including the Economic and Workforce
6Development Division of the Office of the Chancellor of the
7California Community Colleges and the California Workforce
8Investment Board, shall identify areas of occupational and technical
9training for which students may utilize Cal Grant C awards. The
10commission, to the extent feasible, shall also consult with
11representatives of the state’s leading competitive and emerging
12industry clusters, workforce professionals, and career technical
13educators, to determine which occupational training programs and
14industry clusters should be prioritized.
15(2) (A) Except as provided in subparagraph (B), the areas of
16occupational and technical training developed pursuant to
17paragraph (1) shall be regularly reviewed and updated at least
18every five years, beginning in 2012.
19(B) By January 1, 2016, the commission shall update the priority
20areas of occupational and technical training.
21(3) (A) The commission shall give priority in granting Cal
22Grant C awards to students pursuing occupational or technical
23training in areas that meet two of the following criteria pertaining
24to job quality:
25(i) High employer need or demand for the specific skills offered
26in the program.
27(ii) High
employment growth in the occupational field or
28industry cluster for which the student is being trained.
29(iii) High employment salary and wage projections for workers
30employed in the occupations for which they are being trained.
31(iv) The occupation or training program is part of a
32well-articulated career pathway to a job providing economic
33security.
34(B) To receive priority pursuant to subparagraph (A), at least
35one of the criteria met shall be specified in clause (iii) or (iv) of
36that subparagraph.
37(4) In addition to the priority given pursuant to paragraph (3)
38for students seeking to enroll in a community college, the
39commission shall give priority in granting
Cal Grant C awards to
40students pursuing occupational or technical training in industry
P18 1sectors determined by the California Community College Economic
2and Workforce Development Program to be a high priority for the
3region encompassing the college.
4(g) The commission shall determine areas of occupational or
5technical training that meet the criteria described in paragraph (3)
6of subdivision (f) in consultation with the Employment
7Development Department, the Economic and Workforce
8Development Division of the Office of the Chancellor of the
9California Community Colleges, and the California Workforce
10Investment Board using projections available through the Labor
11Market Information Data Library. The commission may supplement
12the analyses of the Employment Development Department’s Labor
13Market Information Data Library with the labor market
analyses
14developed by the Economic and Workforce Development Division
15of the Office of the Chancellor of the California Community
16Colleges and the California Workforce Investment Board, as well
17as the projections of occupational shortages and skills gap
18developed by industry leaders. The commission shall publish, and
19retain, on its Internet Web site a current list of the areas of
20occupational or technical training that meet the criteria described
21in paragraph (3) of subdivision (f), and update this list as necessary.
22(h) Using the best available data, the commission shall examine
23the graduation rates and job placement data, or salary data, of
24eligible programs. Commencing with the 2014-15 academic year,
25the commission shall give priority to Cal Grant C award applicants
26seeking to enroll in programs that rate high in graduation rates and
27job
placement data, or salary data.
28(i) (1) The commission shall consult with the Employment
29Development Department, the Office of the Chancellor of the
30California Community Colleges, the California Workforce
31Investment Board, and the local workforce investment boards to
32develop a plan to publicize the existence of the grant award
33program to California’s long-term unemployed to be used by those
34consulting agencies when they come in contact with members of
35the population who are likely to be experiencing long-term
36unemployment. The outreach plan shall use existing administrative
37and service delivery processes making use of existing points of
38contact with the long-term unemployed. The local workforce
39investment boards are required to participate only to the extent
40that the outreach efforts are a part of their existing
responsibilities
P19 1under the federal Workforce Investment Act of 1998 (Public Law
2105-220).
3(2) The commission shall consult with the Workforce Services
4Branch of the Employment Development Department, the Office
5of the Chancellor of the California Community Colleges, the
6California Workforce Investment Board, and the local workforce
7investment boards to develop a plan to make students receiving
8awards aware of job search and placement services available
9through the Employment Development Department and the local
10workforce investment boards. Outreach shall use existing
11administrative and service delivery processes making use of
12existing points of contact with the students. The local workforce
13investment boards are required to participate only to the extent
14that the outreach efforts are a part of their existing responsibilities
15under
the federal Workforce Investment Act of 1998 (Public Law
16105-220).
17(j) (1) Notwithstanding Section 10231.5 of the Government
18Code, the Legislative Analyst’s Office shall submit a report to the
19Legislature on the outcomes of the Cal Grant C program on or
20before April 1, 2015, and on or before April 1 of each
21odd-numbered year thereafter. This report shall include, but not
22necessarily be limited to, information on all of the following:
23(A) The age, gender, and segment of attendance for recipients
24in two prior award years.
25(B) The occupational and technical training program categories
26prioritized.
27(C) The number and percentage of students
who received
28selection priority as defined in paragraph (3) of subdivision (f).
29(D) The extent to which recipients in these award years were
30successfully placed in jobs that meet local, regional, or state
31workforce needs.
32(2) For the report due on or before April 1, 2015, the Legislative
33Analyst’s Office shall include data for two additional prior award
34years and shall compare the mix of occupational and technical
35training programs and institutions in which Cal Grant C award
36recipients enrolled before and after implementation of subdivision
37(f).
