BILL ANALYSIS Ó AB 1913 Page 1 Date of Hearing: April 20, 2016 ASSEMBLY COMMITTEE ON INSURANCE Tom Daly, Chair AB 1913 (Baker) - As Amended March 30, 2016 SUBJECT: Veterans: Employment Development Department SUMMARY: Requires the Employment Development Department (EDD) to offer increased training for and cooperation with county veterans service officers (CVSO). Specifically, this bill: 1)Requires EDD to offer CVSO's training on unemployment insurance (UI) benefits for veterans. 2)Requires EDD to coordinate efforts with CVSO's to become familiar with other benefits offered to veterans by CVSO's. 3)Requires EDD to establish a system for referring veterans who are applying for UI benefits to CVSO's. EXISTING LAW: 1)Establishes the UI system to provide partial wage replacement to workers who lose their jobs through no fault of their own. AB 1913 Page 2 2)Authorizes the board of supervisors of each county to appoint a CVSO to provide veteran-related services. FISCAL EFFECT: Undetermined COMMENTS: 1)Purpose . According to the author, if CVSOs were trained on how to assist veterans with applying for unemployment insurance benefits, a single visit to the CVSO would allow veterans access to many valuable services. AB 1913 requires EDD, upon request of the CVSO, to provide training to the CVSOs to assist veterans applying for unemployment insurance benefits. In doing so, CVSOs will be able to provide this critical service to veterans in an efficient and supportive manner. This bill also requires EDD to refer veterans to the CVSO in their community to increase the number of veterans who can take advantage of all that the CVSO has to offer. This will ease the transition process for veterans by providing as many resources as possible from a single point of contact. Veterans would be able to receive critical benefits with one convenient visit in their community.
