SUMMARY:
This bill, upon request of the county veteran service office
(CVSO), requires the Employment Development Department to
provide training to CVSO staff so they can assist veterans in
filing their Unemployment Insurance (UI) claims. EDD will be
required to coordinate with CVSOs become familiar with services
provided by CVSOs and to develop a system to refer veterans to
CVSOs.

FISCAL EFFECT:
By training CVSO staff more veterans will receive benefits. The
cost to the UI fund will exceed $160,000 if only 35 additional
veterans receive the average benefit of $311 per week for the
average of 15 weeks of benefits.
Unknown minor costs to EDD to provide the training to CVSO staff
if the training is provided over the internet, higher cost if
EDD staff have to travel to CVSO sites on an ongoing basis.
COMMENTS:
Purpose. According to the author, if CVSOs were trained on how
to assist veterans with applying for unemployment insurance
benefits, a single visit to the CVSO would allow veterans access
to many valuable services.
AB 1913 requires EDD, upon request of the CVSO, to provide
training to the CVSOs to assist veterans applying for
unemployment insurance benefits. In doing so, CVSOs will be able
to provide this critical service to veterans in an efficient and
supportive manner. This bill also requires EDD to refer veterans
to the CVSO in their community to increase the number of
veterans who can take advantage of all that the CVSO has to
offer. This will ease the transition process for veterans by
providing as many resources as possible from a single point of
contact. Veterans would be able to receive critical benefits
with one convenient visit in their community.
