Existing law, the Urban Water Management Planning Act, requires every urban water supplier to prepare and periodically update an urban water management plan for submission to the Department of Water Resources. A supplier is required to include in the plan, among other information, population and water use projections in 5-year increments to 20 years or as far as data is available. A supplier that relies upon a wholesale agency for water is also required to provide the wholesale agency with water use projections from that agency for that source of water in 5-year increments to 20 years or as far as data is available.

This bill would add 5 years to those planning periods by extending the periods from 20 to 25 years.

A plan shall be adopted in accordance with this chapter
4that shall do all of the following:

5(a) Describe the service area of the supplier, including current
6and projected population, climate, and other demographic factors
7affecting the supplier’s water management planning. The projected
8population estimates shall be based upon data from the state,
9regional, or local service agency population projections within the
10service area of the urban water supplier and shall be in five-year
11increments tobegin delete 20end deletebegin insert 25end insert years or as far as data is available.

12(b) Identify and quantify, to the extent practicable, the existing
13and planned sources of water available to the supplier over the
14same five-year increments described in subdivision (a). If
15groundwater is identified as an existing or planned source of water
16available to the supplier, all of the following information shall be
17included in the plan:

18(1) A copy of any groundwater management plan adopted by
19the urban water supplier, including plans adopted pursuant to Part
202.75 (commencing with Section 10750), or any other specific
21authorization for groundwater management.

22(2) A description of any groundwater basin or basins from which
23the urban water supplier pumps groundwater. For basins that a
24court or the board has adjudicated the rights to pump groundwater,
25a copy of the order or decree adopted by the court or the board and
26a description of the amount of groundwater the urban water supplier
27has the legal right to pump under the order or decree. For basins
28that have not been adjudicated, information as to whether the
29department has identified the basin or basins as overdrafted or has
30projected that the basin will become overdrafted if present
31management conditions continue, in the most current official
32departmental bulletin that characterizes the condition of the
33groundwater basin, and a detailed description of the efforts being
34undertaken by the urban water supplier to eliminate the long-term
35overdraft condition.

36(3) A detailed description and analysis of the location, amount,
37and sufficiency of groundwater pumped by the urban water supplier
38for the past five years. The description and analysis shall be based
P3    1on information that is reasonably available, including, but not
2limited to, historic use records.

3(4) A detailed description and analysis of the amount and
4location of groundwater that is projected to be pumped by the
5urban water supplier. The description and analysis shall be based
6on information that is reasonably available, including, but not
7limited to, historic use records.

8(c) (1) Describe the reliability of the water supply and
9vulnerability to seasonal or climatic shortage, to the extent
10practicable, and provide data for each of the following:

11(A) An average water year.

12(B) A single-dry water year.

13(C) Multiple-dry water years.

14(2) For any water source that may not be available at a consistent
15level of use, given specific legal, environmental, water quality, or
16climatic factors, describe plans to supplement or replace that source
17with alternative sources or water demand management measures,
18to the extent practicable.

19(d) Describe the opportunities for exchanges or transfers of
20water on a short-term or long-term basis.

21(e) (1) Quantify, to the extent records are available, past and
22current water use, over the same five-year increments described
23in subdivision (a), and projected water use, identifying the uses
24among water use sectors, including, but not necessarily limited to,
25all of the following uses:

26(A) Single-family residential.

27(B) Multifamily.

28(C) Commercial.

29(D) Industrial.

30(E) Institutional and governmental.

31(F) Landscape.

32(G) Sales to other agencies.

33(H) Saline water intrusion barriers, groundwater recharge, or
34conjunctive use, or any combination thereof.

35(I) Agricultural.

36(J) Distribution system water loss.

37(2) The water use projections shall be in the same five-year
38increments described in subdivision (a).

39(3) (A) For the 2015 urban water management plan update, the
40distribution system water loss shall be quantified for the most
P4    1recent 12-month period available. For all subsequent updates, the
2distribution system water loss shall be quantified for each of the
3five years preceding the plan update.

4(B) The distribution system water loss quantification shall be
5reported in accordance with a worksheet approved or developed
6by the department through a public process. The water loss
7quantification worksheet shall be based on the water system
8balance methodology developed by the American Water Works
9Association.

10(4) (A) If available and applicable to an urban water supplier,
11water use projections may display and account for the water savings
12estimated to result from adopted codes, standards, ordinances, or
13transportation and land use plans identified by the urban water
14supplier, as applicable to the service area.

15(B) To the extent that an urban water supplier reports the
16information described in subparagraph (A), an urban water supplier
17shall do both of the following:

18(i) Provide citations of the various codes, standards, ordinances,
19or transportation and land use plans utilized in making the
20projections.

21(ii) Indicate the extent that the water use projections consider
22savings from codes, standards, ordinances, or transportation and
23land use plans. Water use projections that do not account for these
24water savings shall be noted of that fact.

25(f) Provide a description of the supplier’s water demand
26management measures. This description shall include all of the
27following:

28(1) (A) For an urban retail water supplier, as defined in Section
2910608.12, a narrative description that addresses the nature and
30extent of each water demand management measure implemented
31over the past five years. The narrative shall describe the water
32demand management measures that the supplier plans to implement
33to achieve its water use targets pursuant to Section 10608.20.

34(B) The narrative pursuant to this paragraph shall include
35descriptions of the following water demand management measures:

36(i) Water waste prevention ordinances.

37(ii) Metering.

38(iii) Conservation pricing.

39(iv) Public education and outreach.

40(v) Programs to assess and manage distribution system real loss.

P5    1(vi) Water conservation program coordination and staffing
2support.

3(vii) Other demand management measures that have a significant
4impact on water use as measured in gallons per capita per day,
5including innovative measures, if implemented.

6(2) For an urban wholesale water supplier, as defined in Section
710608.12, a narrative description of the items in clauses (ii), (iv),
8(vi), and (vii) of subparagraph (B) of paragraph (1), and a narrative
9description of its distribution system asset management and
10wholesale supplier assistance programs.

11(g) Include a description of all water supply projects and water
12supply programs that may be undertaken by the urban water
13supplier to meet the total projected water use, as established
14pursuant to subdivision (a) of Section 10635. The urban water
15supplier shall include a detailed description of expected future
16projects and programs that the urban water supplier may implement
17to increase the amount of the water supply available to the urban
18water supplier in average, single-dry, and multiple-dry water years.
19The description shall identify specific projects and include a
20description of the increase in water supply that is expected to be
21available from each project. The description shall include an
22estimate with regard to the implementation timeline for each project
23or program.

24(h) Describe the opportunities for development of desalinated
25water, including, but not limited to, ocean water, brackish water,
26and groundwater, as a long-term supply.

27(i) For purposes of this part, urban water suppliers that are
28members of the California Urban Water Conservation Council
29shall be deemed in compliance with the requirements of subdivision
30(f) by complying with all the provisions of the “Memorandum of
31Understanding Regarding Urban Water Conservation in
32California,” dated December 10, 2008, as it may be amended, and
33by submitting the annual reports required by Section 6.2 of that
34memorandum.

35(j) An urban water supplier that relies upon a wholesale agency
36for a source of water shall provide the wholesale agency with water
37use projections from that agency for that source of water in
38five-year increments tobegin delete 20end deletebegin insert 25end insert years or as far as data is available.
39The wholesale agency shall provide information to the urban water
40supplier for inclusion in the urban water supplier’s plan that
P6    1identifies and quantifies, to the extent practicable, the existing and
2planned sources of water as required by subdivision (b), available
3from the wholesale agency to the urban water supplier over the
4same five-year increments, and during various water-year types
5in accordance with subdivision (c). An urban water supplier may
6rely upon water supply information provided by the wholesale
7agency in fulfilling the plan informational requirements of
8subdivisions (b) and (c).

SECTION 1.  

Section 10610 of the Water Code is amended to
