Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, and authorizes the governing board of a community college district to grant the use of college facilities or grounds for specified purposes.
This bill would require a community college campus that has shower facilities for student use to grant access to those facilities to any homeless student who is enrolled in coursework, has paid enrollment fees, and is in good standing with the community collegebegin delete district. Existing law, the Seymour-Campbell Student Success Act of 2012, requires a community college, as a condition of receiving funding for the Student Success and Support Program, to implement specified services.
This bill would add the administration of a program to provide shower facilities to homeless students to the list of services a community college is required to provide pursuant to those provisions. The bill would also update a cross-reference.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

The people of the State of California do enact as follows:
Section 76011 is added to the Education Code,

(a) If a community college campus has shower facilities
4for student use on campus, the governing board of the community
5college district shall grant access to those facilities to any homeless
6student who is enrolled in coursework, has paid enrollment fees,
7and is in good standing with the community college district without
8requiring the student to enroll in additional courses.

(c) Hours of operation shall be consistent with campus hours
13of instruction and shall not conflict with the campus’ intercollegiate
14athletic program.
Section 78212 of the Education Code is amended to
16read:
(a) (1) For purposes of this article, “matriculation”
18means a process that brings a college and a student into an
19agreement for the purpose of achieving the student’s educational
20goals and completing the student’s course of study. The agreement
21involves the responsibilities of both parties to attain those
22objectives through the college’s established programs, policies,
23and requirements including those established by the board of
24governors pursuant to Section 78215.
25(2) The institution’s responsibility under the agreement includes
26the provision of student services to provide a strong foundation
27and support for their academic success and ability to achieve their
28educational
goals. The program of services funded through the
29Seymour-Campbell Student Success Act of 2012, which shall be
30known and may be cited as the Student Success and Support
31Program, shall include, but are not necessarily limited to, all of
32the following:
33(A) Orientation services designed to provide to students, on a
34timely basis, information concerning campus procedures, academic
35expectations, financial assistance, and any other matters the college
36or district finds appropriate.
37(B) Assessment before course registration, as defined in Section
3878213.
39(C) Counseling and other education planning services, which
40shall include, but not necessarily be limited to, all of the following:
P4 1(i) Counseling and advising.
2(ii) Assistance to students in the exploration of educational and
3career interests and aptitudes and identification of educational
4objectives, including, but not limited to, preparation for transfer,
5associate degrees, and career technical education certificates and
6licenses.
7(iii) The provision of information, guided by sound counseling
8principles and practices, using a broad array of delivery
9mechanisms, including technology-based strategies to serve a
10continuum of student needs and abilities, that will enable students
11to make informed choices.
12(iv) Development of an education plan leading to a course of
13study and guidance on course selection that is informed by, and
14related
to, a student’s academic and career goals.
15(D) Referral to specialized support services as needed and
16available, including, but not necessarily limited to, federal, state,
17and local financial assistance; health services; career services;
18veteran support services; foster youth services; extended
19opportunity programs and services provided pursuant to Article 8
20(commencing with Section 69640) of Chapter 2 of Part 42 of
21Division 5; campus child care services provided pursuant to Article
226 (commencing with Section 66060) of Chapter 2 of Part 40 of
23Division 5; programs that teach basic skills education and English
24as a second language; and disabled student services provided
25pursuant to Chapter 14 (commencing with Section 67300) of Part
2640 of Division 5.
27(E) Evaluation of each student’s
progress and referral to
28appropriate interventions for students who are enrolled in basic
29skills courses, who have not declared an educational goal as
30required, or who are on academic probation, as defined by
31standards adopted by the Board of Governors of the California
32Community Colleges and community college districts.
33(F) Administering a program to provide shower facilities to
34homeless students pursuant to Section 76011.
35(3) The student’s responsibilities under the agreement include,
36but are not necessarily limited to, the identification of an academic
37and career goal upon application, the declaration of a specific
38course of study after a specified time period or unit accumulation,
39as defined by the board of governors, diligence in class attendance
40and
completion of assigned coursework, and the completion of
P5 1courses and maintenance of academic progress toward an
2educational goal and course of study identified in the student’s
3education plan. To ensure that students are not unfairly impacted
4by the requirements of this chapter, the board of governors shall
5establish a reasonable implementation period that is phased in as
6resources are available to provide nonexempt students with the
7core services pursuant to this section.
8(b) Funding for the Student Success and Support Program shall
9be targeted to fully implement orientation, assessment, counseling
10and advising, and other education planning services needed to
11assist a student in making an informed decision about his or her
12educational goal and course of study and in the development of
13an education
plan.
If the Commission on State Mandates determines that
15this act contains costs mandated by the state, reimbursement to
16local agencies and school districts for those costs shall be made
17pursuant to Part 7 (commencing with Section 17500) of Division
184 of Title 2 of the Government Code.
