Existing law requires the adopted course of study for grades 7 to 12, inclusive, to include, among other subjects, the social sciences. Existing law requires the State Board of Education, with the assistance of the Superintendent of Public Instruction, to establish a list of textbooks and other instructional materials that highlight the contributions of minorities in the development of California and the United States. Existing law establishes the Instructional Quality Commission and requires the commission to, among other things, recommend curriculum frameworks to the state board.
This bill would require the Instructional Quality Commission to develop, andbegin delete forend delete the state board to adopt, a model curriculum in ethnic studies, and wouldbegin delete requireend deletebegin insert
encourageend insert each school district and charter school that maintains any of grades 9 to 12, inclusive, that does not otherwise offer a standards-based ethnic studies curriculum to offer a course of study in ethnic studies based on the model curriculum.begin delete By imposing new duties on school districts and charter schools, the bill would impose a state-mandated local program.end delete
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

The people of the State of California do enact as follows:
The Legislature finds and declares all of the
2following:
3(a) The State of California is committed to providing excellent
4educational opportunities to all of its pupils.
5(b) There are 92 languages other than English spoken throughout
6the state, with the primary languages being Arabic, Armenian,
7Cantonese, Korean, Russian, Spanish, Tagalog, and Vietnamese.
8(c) There is a growing body of academic research that shows
9the importance of culturally meaningful and relevant curriculum.
10(d) Based on the National Education Association (NEA)
11publication, The Academic and Social Value of Ethnic Studies,
12the inclusion of ethnic studies in a curriculum has a positive impact
13on pupils of color.
14(e) Ethnic studies benefit pupils in observable ways, such as
15pupils becoming more academically engaged, increasing their
16performance on academic tests, improving their graduation rates,
17and developing a sense of self-efficacy and personal empowerment.
18(f) The state’s educational standards should be guided by core
19values of equity, inclusiveness, and universally high expectations.
20(g) The state is committed to its efforts to provide all pupils
21with excellent
educational opportunities, without regard to race,
22gender, ethnicity, nationality, income, sexual orientation, or
23disability.
P3 1(h) The state is committed to its obligation to ensure its youth
2are college prepared and career ready, while graduating 100 percent
3of its pupils.
4(i) The implementation of various ethnic studies courses within
5California’s curriculum that are A-G approved, with the objective
6of preparing pupils to be global citizens with an appreciation for
7the contributions of multiple cultures, will close the achievement
8gap, reduce pupil truancy, increase pupil enrollment, reduce
9dropout rates, and increase graduation rates.
10(j) The state should support and work with the Commission on
11Teacher
Credentialing, California State University teaching
12credential programs, and other relevant parties in establishing a
13single subject ethnic studies credential. The state should also
14support efforts in recruiting, training, and retaining teachers who
15have relevant experience and educational background in the study
16and teaching of ethnic studies.
Section 51226.7 is added to the Education Code, to
18read:
(a) The Instructional Quality Commission shall
20develop, and the state board shall adopt, a model curriculum in
21ethnic studies to ensure quality courses of study in ethnic studies.
22The model curriculum shall be developed with participation from
23begin insert faculty of ethnic studies programs atend insert universities and colleges with
24ethnic studies programs and a group of representatives of local
25educational agencies,begin delete of whomend delete a majoritybegin insert of whomend insert are kindergarten
26to grade 12, inclusive,
teachers who have relevant experience or
27education background in the study and teaching of ethnic studies.
28(b) The model curriculum shall be written as a guide to allow
29school districts to adapt their courses to reflect the pupil
30demographics in their communities. The curriculum shall include
31examples of courses offered by local educational agenciesbegin delete whichend delete
32begin insert that end inserthave been approved as meeting the A-G admissions
33requirements of the University of California and the California
34State University, including, to the extent possible, course outlines
35for those courses.
36(c) On or before June 30, 2019, the Instructional Quality
37
Commission shall submit the model curriculum to the state board
38for adoption, and the state board shall adopt the model curriculum
39on or before November 30, 2019.
P4 1(d) The Instructional Quality Commission shall provide 45 days
2for public comment before submitting the model curriculum to the
3state board.
4(e) Beginning in the school year following the adoption of the
5model curriculum pursuant to subdivision (a), each school district
6or charter school maintaining any of grades 9 to 12, inclusive, that
7does not otherwise offer a standards-based ethnic studies

otherwise qualified

11school that elects to offer a course of study in ethnic studies

14begin insert make the courseend insert available in at least one year during a pupil’s
15enrollment in grades 9 to 12, inclusive.
16(f) It is the intent of the Legislature that local educational
17agencies submit course outlines for ethnic studies for approval as
18A-G courses.
If the Commission on State Mandates determines that
20this act contains costs mandated by the state, reimbursement to
21local agencies and school districts for those costs shall be made
22pursuant to Part 7 (commencing with Section 17500) of Division
234 of Title 2 of the Government Code.
