The Planning and Zoning Law requires each city, county, and city and county to prepare and adopt a general plan that contains certain mandatory elements, including, but not limited to, a housing element that analyzes existing and projected housing needs. Existing law includes various legislative findings and declarations related to the statewide importance of housing availability and the responsibility of state and local government to address regional housing needs.
This bill would make technical, nonsubstantive changes to that provision.

The people of the State of California do enact as follows:
Section 65580 of the Government Code is
2amended to read:
The Legislature finds and declares as follows:
4(a) The availability of housing is of vital statewide importance,
5and the early attainment of decent housing and a suitable living
P2 1environment for every Californian, includingbegin insert, but not limited to,end insert
2 farmworkers, is a priority of the highest order.
3(b) The early attainment of this goal requires the cooperative
4participation of government and the private sector in an effort to
5expand housing opportunities and accommodate the housing needs
6of Californians of all economic levels.
7(c) The provision of housing affordable to low- and
8moderate-income households requires the cooperation of all levels
9of government.
10(d) Local and state governments have a responsibility to usebegin delete theend delete
11begin insert their vestedend insert powersbegin delete vested in themend delete to facilitate the improvement
12and development of housing to make adequate provision for the
13housing needs of all economic segments of the community.
14(e) The Legislature recognizes that in carrying out this
15responsibility, each local government also has the responsibility
16to consider economic, environmental, and fiscal factors and
17community goals set forth in the
general plan and to cooperate
18with other local governments and the state in addressing regional
19housing needs.
