Existing law, the Seymour-Campbell Student Success Act of 2012, provides that the purpose of the act is to increase California community college student access and success by providing effective core matriculation services of orientation, assessment and placement, counseling, and other education planning services and academic interventions. The act specifies the responsibilities of students and institutions in entering into the matriculation process. The act requires participating community college districts to, with the advice of the Chancellor of the California Community Colleges, establish and maintain institutional research to evaluate the effectiveness of the program and other programs designed to facilitate students’ completion of educational goals and courses of study.

This bill would require the metrics for that research to include the annual ratio of paid part-time faculty office hours per part-time faculty full-time equivalent, and would specify that this metric is not intended to affect the allocation of Student Success and Support Program funding.

Existing law creates the Community College Part-Time Faculty Office Hours Program to provide community college students equal access to academic advice assistance and to encourage community college districts to provide opportunities by compensating part-time faculty who hold office hours related to their teaching load. The governing board of each community college district that establishes such a program is required to negotiate, or meet and confer, to establish a program to provide part-time faculty office hours.

This bill would require each community college district to report the total part-time faculty office hours paid divided by the total part-time faculty office hours taught and post this information on its Internet Web site.

To the extent that the bill would impose new duties on community college districts, it would constitute a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

SECTION 1.  

Section 78214 of the Education Code is amended
2to read:

78214.  

(a) All participating districts shall, with the assistance
4of the chancellor, establish and maintain institutional research to
5evaluate the effectiveness of the Student Success and Support
6Program described by this article and of any other programs or
7services designed to facilitate students’ completion of their
8educational goals and courses of study.

9(b) The metrics for this research shall include, but not be limited
10to:

11(1) Prior educational experience, including transcripts when
12appropriate, as determined by the chancellor.

13(2) Educational goals and courses of study.

P3    1(3) Criteria for exemption from orientation, assessment, or
2required counseling or advisement, if applicable.

3(4) Need for financial assistance.

4(5) Disaggregated data by ethnicity, gender, disability, age, and
5socioeconomic status, to the extent this information is available.

6(6) Academic performance, such as the completion of specified
7unit thresholds, success in basic skills courses, grade point average,
8course completion outcomes, transfer readiness, and degree and
9certificate completion.

10(7) The annual ratio of paid part-time faculty office hours per
11part-time faculty full-time equivalent. It is the intent of the
12Legislature that this paragraph not affect the allocation of Student
13Success and Support Program funding.

14(8) Any additional information that the chancellor finds
15appropriate.

16(c) The evaluation provided for by this section shall include an
17assessment of the effectiveness of the programs and services in
18attaining at least the following objectives:

19(1) Helping students to define their academic and career goals
20and declare a course of study.

21(2) Assisting institutions in the assessment of students’
22educational needs and valid course placement.

23(3) Helping support students’ successful course completion and
24goal attainment.

25(4) Matching institutional resources with students’ educational
26needs.

SEC. 2.  

If the Commission on State Mandates determines that
34this act contains costs mandated by the state, reimbursement to

36pursuant to Part 7 (commencing with Section 17500) of Division
374 of Title 2 of the Government Code.
