Existing law creates various state agencies and authorizes certain of those agencies to regulate the operations of businesses. Existing law, until January 1, 2018, authorizes cities and counties to establish capital investment incentive programs to attract large manufacturing facilities to invest in their communities and to encourage industries, such as high technology, aerospace, automotive, biotechnology, software, and environmental sources and others, to locate and invest in those facilities in California.
This bill would express the intent of the Legislature to enact legislation that would enhance and advance opportunities for California’s biotechnology industry.
