          DIGEST:    This bill requires the Director of the Department of  
          General Services (DGS) to grant specified cities and school  
          districts an option to purchase the Santa Barbara Armory,  
          Brawley Armory, Indio Armory, Lynwood Armory, and Pomona Armory,  
          as defined. 

          Senate Floor Amendments of 8/16/16 (1) add the Brawley Armory,  
          Indio Armory, Lynwood Armory, and Pomona Armory to the list of  
          armories that DGS shall grant an option to purchase to specified  
          cities and school districts, (2) specify that any purchase  
          agreement shall include terms and conditions determined by DGS  
          to be in the best interest of the state based on the fair market  
          value of the armory, based on the zoning as it existed on March  
          1, 2016, (3) add Senators Lara, Leyva, and Stone as coauthors,

          and (4) add Assembly Members Eduardo Garcia and Rodriguez as  
          coauthors. 

          ANALYSIS:
          
          Existing law:
          
           1) Authorizes DGS, with the approval of the Adjutant General,  
             to lease and sell real property held for armory purposes,  
             subject to legislative approval. 

           2) Authorizes DGS with the approval of the Adjutant General to  
             sell, for fair market value, the Santa Barbara Armory.

           3) Establishes the Armory Fund and requires that the net  
             proceeds from the sale or lease of armories be deposited into  
             the Fund, for use, upon appropriation by the Legislature, for  
             specified purposes related to armories. 

          This bill:

           1) Requires DGS, with approval of the Adjutant General, to  
             grant the City of Santa Barbara or the Santa Barbara Unified  
             School District an option to purchase the Santa Barbara  
             Armory.  The option shall expire on July 1, 2017.

           2) Defines the "Santa Barbara Armory" to mean the approximately  
             4.7 acres of real property with approximately a 27,000 square  
             foot armory building and ancillary improvements made thereon,  
             located at 700 E. Canon Perdido Street, Santa Barbara,  
             California. 

           3) Requires DGS, with the approval of the Adjutant General, to  
             grant to the City of Brawley or the Brawley Union High School  
             District an option to purchase the Brawley Armory.  The  
             option shall expire on July 1, 2017.

           4) Defines the "Brawley Armory" to mean approximately 1.78  
             acres of real property with improvements made thereon,  
             located at 650 North Second Street, Brawley, California,  
             known as the Brawley Armory.

           5) Requires DGS, with the approval of the Adjutant General, to  
             grant to the City of Indio an option to purchase the Indio  
             Armory.  The option shall expire on July 1, 2017.

           6) Defines the "Indio Armory" to mean approximately 2.31 acres  
             of real property with improvements made thereon, located at  
             43143 North Jackson Street, Indio, California known as the  
             Indio Armory.

           7) Requires DGS, with the approval of the Adjutant General, to  
             grant the city of Lynwood an option to purchase the Lynwood  
             Armory.  The option shall expire on July 1, 2017. 

           8) Defines the "Lynwood Armory" to mean approximately 1.03  
             acres of real property with improvements made thereon,  
             located at 11398 Bullis Road, Lynwood, California, known as  
             the Lynwood Armory.

           9) Requires DGS, with approval of the Adjutant General, to  
             grant the City of Pomona an option to purchase the Pomona  
             Park Armory.  In the event that the City of Pomona does not  
             act on that option, the DGS, with the approval of the  
             Adjutant General, shall grant to the County of Los Angeles an  
             option to purchase the Pomona Park Armory.  The option shall  
             expire on July 1, 2017.

           10)Defines the "Pomona Park Armory" to mean approximately 0.635  
             acres of real property with improvements made thereon,  
             located at 600 South Park Avenue, Pomona, California, known  
             as the Pomona Park Armory.

           11)Requires DGS, upon expiration of the options, to offer the  
             armories for sale on the open market.

           12)Specifies that any purchase agreement shall include terms  
             and conditions determined by DGS to be in the best interest  
             of the state based on the fair market value of the armory,  
             based on the zoning as it existed on March 1, 2016, as  
             determined by an appraisal undertaken and approved by DGS.

          Background

          Purpose of the bill.  According to the author, "local  
          acquisition of the Santa Barbara Armory has long been sought by  
          the Santa Barbara Unified School District.  Its location on  
          Santa Barbara's east side makes it an ideal site for school,  
          educational, and recreational programs.  As an educational  
          facility, the National Guard Armory would add much to the Santa  
          Barbara Community.  The possibilities are endless as to the  
          programs that could be created and the greater interaction  
          between the two schools.  Many other community and civic  
          facilities are immediately adjacent to or near the Armory,  
          including Boys and Girls Club, Ortega Park, and Girls Inc."

          In addition, the author states that, "the inclusion of the  
          additional armories is a reasonable way to accommodate other  
          localities who wish to purchase their respective armories in  
          order to better their communities.  The Pomona Park Armory, for  
          example, is currently being used as a homeless shelter.  If the  
          armory was up for public bid, Pomona would no longer be able to  
          provide this important service."

          Santa Barbara Armory.  The Santa Barbara National Guard Armory  
          is located immediately between, and adjacent to, Santa Barbara  
          High School and Santa Barbara Junior High School, in Downtown  
          Santa Barbara.  In 1945, the Santa Barbara Armory was acquired  
          by the National Guard from the community of Santa Barbara.  

          The author states that, "long time Santa Barbara residents often  
          speak about the Armory's use for community dances, concerts, and  
          movie screenings in the 1930s, 1940s, and 1950s."  Since the  
          mid-1960s, the Armory has not been used by the National Guard or  
          community.  As a result, the Armory's maintenance has fallen  
          behind. 

          Related/Prior Legislation
          
          SB 536 (Roth, Chapter 355, Statutes of 2015) authorized, among  
          other thing, the sale of seven specific armories, including the  
          Santa Barbara Armory.

          According to the Senate Appropriations Committee, one-time costs  
          to DGS of $175,000 to appraise and sell the Armories.  This cost  
          will be borne by the Property Acquisition Law Account and  
          subsequently reimbursed from Armory sale proceeds.  Net proceeds  
          from the sale will be deposited into the Armory Fund.

          ARGUMENTS IN SUPPORT:     According to the City of Santa  
          Barbara, "the purchase of the Armory property by the City of  
          Santa Barbara and the Santa Barbara Unified School District will  
          allow the city and the school district to achieve a number of  
          community priorities given the size of the property and  
          proximity to the adjacent senior and junior high schools."
