AB 2253, as introduced, Grove. Vehicles: special plates.
Existing law authorizes the Department of Motor Vehicles to issue special identification plates to the owner of a vehicle that meets specified criteria and is operated or moved over the highway primarily for the purpose of historical exhibition or other similar purpose, subject to a specified fee.
This bill would make technical, nonsubstantive changes to that provision.

The people of the State of California do enact as follows:
Section 5004 of the Vehicle Code is amended to
2read:
(a) Notwithstanding any other provision of this code,
4any owner of a vehicle described in paragraph (1), (2), or (3)begin delete whichend delete
5begin insert thatend insert is operated or moved over the highway primarily for the
6purpose of historical exhibition or other similar purpose shall, upon
7application in the manner and at the time prescribed by the
8department, be issued special identification plates for the vehicle:
P2 1(1) A motor vehicle with an engine of 16 or more cylinders
2manufactured prior tobegin insert
the yearend insert 1965.
3(2) A motor vehicle manufactured in the year 1922 or prior
4begin delete thereto.end deletebegin insert to the year 1922.end insert
5(3) A vehiclebegin delete whichend deletebegin insert thatend insert was manufactured afterbegin insert the yearend insert 1922,
6is at least 25 years old, and is of historic interest.
7(b) The special identification plates assigned to motor vehicles
8with an engine of 16 or
more cylinders manufactured prior tobegin insert the
9yearend insert 1965 and to any motor vehicle manufactured in the year 1922
10and prior thereto shall run in a separate numerical series,
11commencing with “Horseless Carriage No. 1”.
12The special identification plates assigned to vehicles specified
13in paragraph (3) of subdivision (a) shall run in a separate numerical
14series, commencing with “Historical Vehicle No. 1”.
15Each series of plates shall have different and distinguishing
16colors.
17(c) A fee of twenty-five dollars ($25) shall be charged for the
18initial issuance of the special identification plates.begin delete Suchend deletebegin insert Theseend insert

plates shall be permanent and shall not be required to be replaced.

21 damaged or unserviceable in any manner, replacement for the
22begin delete platesend deletebegin insert plateend insert may be obtained from the department upon proper
23application and upon payment ofbegin delete such fee asend deletebegin insert the fee thatend insert is provided
24for in Section 9265.
25(d) All funds received by the department in payment for such
26identification plates or the replacement
thereof shall be deposited
27in the California Environmental License Plate Fund.
28(e) These vehicles shall not be exempt from the equipment
29provisions of Sections 26709, 27150, and 27600.
30(f) As used in this section, a vehicle is of historic interest if it
31is collected, restored, maintained, and operated by a collector or
32hobbyist principally for purposes of exhibition and historic vehicle
33club activities.
