An act to amend Section 15301 of the Government Code, relating to temporary shelter.

LEGISLATIVE COUNSEL’S DIGEST

AB 2254, as introduced, Achadjian. Armories: homeless shelter.

Existing law requires the Military Department to make certain state armories available to specified cities and counties for the purpose of providing temporary shelter for homeless persons from October 15 through April 15 each year.

This bill would revise the list of armories to be made available to include the Atascadero and Camp San Luis Obispo armories in San Luis Obispo County.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

SECTION 1.  

Section 15301 of the Government Code is

(a) The El Centro and Calexico armories in Imperial
4County; the Culver City, Glendale, Inglewood, Long Beach 7th
5Street, Pomona, Sylmar, and West Los Angeles Federal Avenue
6armories in Los Angeles County; the San Rafael armory in Marin
7County; the Merced armory in Merced County; the Fullerton and
8Santa Ana armories in Orange County; the Roseville armory in
P2    1Placer County; the Corona, Indio, and Riverside armories in
2Riverside County; the El Cajon, Escondido, and Vista armories in
3San Diego County;begin insert the Atascadero and Camp San Luis Obispo
4armories in San Luis Obispo County;end insert
the San Mateo armory in
5San Mateo County; the Santa Barbara and Santa Maria armories
6in Santa Barbara County; the Gilroy, San Jose Hedding Street, and
7Sunnyvale armories in Santa Clara County; the Santa Cruz and
8Watsonville armories in Santa Cruz County; the Redding armory
9in Shasta County; the Petaluma and Santa Rosa armories in Sonoma
10County; and the Oxnard and Ventura armories in Ventura County,
11shall be made available to these counties or any city in these
12counties for the purpose of providing temporary shelter for
13homeless persons during the period from October 15 through April
1415 each year.

15(b) The Adjutant General may, in his or her sole discretion, use
16alternate armories as may be necessary to meet the operational
17needs of the Military Department. Additionally, any county or
18city, including those not listed in subdivision (a), may use any
19armory within its jurisdiction subject to the approval of the
20Adjutant General.

21(c) Subject to appropriation in the annual Budget Act, the
22Adjutant General may increase or decrease the number of days of
23operation among all of the armories funded in any year to best
24meet cold weather demands as they develop. The Adjutant General
25shall periodically report to the counties authorized to receive funds
26on the ongoing availability of remaining funded shelter days.
