An act to add Section 60605.5 to the Education Code, relating to pupil instruction.

Existing law requires the State Board of Education, on or before June 1, 2009, to adopt content standards for teaching foreign languages in kindergarten and grades 1 to 12, inclusive, pursuant to recommendations developed by the Superintendent of Public Instruction.

This bill would authorize the Superintendent to recommendbegin delete modificationsend deletebegin insert revisionsend insert to thebegin delete foreign language academic content standardsend deletebegin insert World Language Content Standards for California Public Schools, adopted pursuant to the above requirement,end insert to the state board and would require the state board to adopt, reject, or modify the recommendations on or before Julybegin delete 30,end deletebegin insert 31,end insert 2018. The bill would require the state board to explain, in writing, to the Governor and the Legislature the reasons for modifying thebegin insert recommended revised contentend insert standards. The bill would require the Superintendent, in consultation with the state board, to select a group of experts for purposes of assisting the Superintendent in developing the recommendations. The bill would require the Superintendent to hold a minimum of 2 public hearings in order for the public to provide input on the Superintendent’s recommendations and would require the state board to adopt, reject, or modify the recommendations at a subsequent publicbegin delete hearing.end deletebegin insert meeting.end insert The bill would require thatbegin delete modificationsend deletebegin insert revisionsend insert to thebegin delete foreign language academic content standardsend deletebegin insert World Language Content Standards for California Public Schoolsend insert be incorporated into the curriculum framework and the evaluation criteria forbegin delete mathematicsend deletebegin insert world languagesend insert for purposes of adopting instructional materials.

SECTION 1.  

Section 60605.5 is added to the Education Code,

60605.5.  

(a) The Superintendent may recommend to the state
4boardbegin delete modificationsend deletebegin insert revisionsend insert to thebegin delete foreign language academic
5content standards adopted by the state boardend delete
begin insert World Language
6Content Standards for California Public Schools adopted by the
7state board in 2009end insert
pursuant to Section 60605.3. On or before July
8begin delete 30,end deletebegin insert 31,end insert 2018, the state board shall adopt, reject, or modify any
9begin delete modifications proposedend deletebegin insert revisions recommendedend insert by the
10Superintendent. If the state board modifiesbegin delete the foreign language
11academicend delete
begin insert any revisions recommended to theseend insert content standards,
12it shall explain, in writing, to the Governor and the Legislature the
13reasons for modifying thebegin insert recommended revised contentend insert standards.

14(b) In consultation with the state board, the Superintendent shall
15select a group of experts inbegin delete mathematicsend deletebegin insert this subject areaend insert for
16purposes of assisting the Superintendent in developing
17recommendations pursuant to this section. begin delete The Superintendent
18shall ensure that the group of experts includes, but is not limited
19to, both researchers and practitioners in the field of foreign
20language education, representatives from higher education and the
21K-12 educational system, and experts in alphabet-based and
22nonalphabet-based languages and American Sign language.end delete

23(c) (1) The Superintendent shall hold a minimum of two public
24hearings in order for the public to provide input on the
25begin delete modificationsend deletebegin insert revisionsend insert recommended pursuant this section and

2recommendations at a subsequent public meeting.

3(2) The publicbegin insert hearings andend insert meetings required by this
4subdivision shall be held pursuant to the Bagley-Keene Open
5Meeting Act (Article 9 (commencing with Section 11120) of
6Chapter 1 of Part 1 of Division 3 of Title 2 of the Government
7Code).

pursuant to subdivision (a), during the next

13Commission shall ensure that thebegin delete modificationsend deletebegin insert revisionsend insert are
14incorporated intobegin delete the foreign languageend deletebegin insert thatend insert curriculum framework
15and evaluation criteria for purposes of adopting instructional
16materials.
