AB 2290, as amended, Santiago. Pupil instruction: world languages: revision of content standards.
Existing law requires the State Board of Education, on or before June 1, 2009, to adopt content standards for teaching foreign languages in kindergarten and grades 1 to 12, inclusive, pursuant to recommendations developed by the Superintendent of Public Instruction.
This bill wouldbegin delete authorizeend deletebegin insert requireend insert thebegin delete Superintendentend deletebegin insert Superintendent, in consultation with the Instructional Quality Commission,end insert to recommend revisions to the World Language Content Standards for
California Public Schools, adopted pursuant to the above requirement, to the state board andbegin insert to present those recommended revisions to the state board by a specified date. The bill would require the Superintendent, in consultation with the Instructional Quality Commission and the state board, to select a group of experts, as specified, to assist the Superintendent in developing the recommended revisions, and would require the recommended revisions to be based on the work of this group of experts. The bill would also require the Superintendent, before presenting his or her recommended revisions to the state board, to hold a minimum of 2 public hearings in order for the public to provide input on the recommended revisions. The bill would require the Superintendent, in consultation with the state board, to select a group of experts, the majority of which would be required to be current public school elementary or secondary classroom teachers who have professional teaching credentials that are valid under state law, for purposes of assisting the Superintendent in developing the recommendations. The bill would require the Superintendent to hold a minimum of 2 public hearings in order for the public to provide input on the Superintendent’s recommendations and would require the state board to adopt, reject, or modify the recommendations at a subsequent public meeting. The bill would require the Instructional Quality Commission, by July 31, 2020, to ensure that these adopted recommendations are incorporated into the corresponding World Language Curriculum Framework and inform the evaluation criteria for purposes of adopting world

10any revisions recommended to these content standards, it shall
11explain, in writing, to the Governor and the Legislature the reasons

(2) These recommended revisions shall be based on the work
14of the group of experts convened pursuant to subdivision (b).

(3) On or before January 31, 2019, the Superintendent, in
16consultation with the Instructional Quality Commission, shall
17present his or her recommended revisions to the state board.
18(b) In consultation with thebegin insert Instructional Quality Commission
19and theend insert state board, the Superintendent shall select a group of

23experts shall be current public school elementary or secondary

35subdivision shall be held pursuant to the Bagley-Keene Open
36Meeting Act (Article 9 (commencing with Section 11120) of
37Chapter 1 of Part 1 of Division 3 of Title 2 of the Government
38Code).
P4 1(d) When the World Language Content Standards for California
2Public Schools are adopted pursuant to subdivision (a), the
3Instructional Quality Commission shall ensure that the
adopted
4World Language Content Standards
are incorporated into the
5corresponding World Language Curriculum Framework and inform
6the evaluation criteria for purposes of adopting world language
7instructional materials by no later than July 31, 2020.

(d) (1) On or before March 31, 2019, the state board shall
9adopt, reject, or modify the recommended revisions.
10
(2) If the state board modifies the recommended revisions, it
11shall do both of the following:
12
(A) It shall explain, in writing, to the Governor and the
13Legislature the reasons for those modifications.
14
(B) It shall, in a meeting conducted pursuant to the
15Bagley-Keene Open Meeting Act (Article 9 (commencing with
16Section 11120) of Chapter 1 of Part 1 of Division 3 of Title 2 of
17the Government Code), provide
written reasons for its
18modifications. The state board shall not adopt its modified revisions
19at the same meeting it provides its written reasons, but, instead,
20shall adopt these modified revisions at a subsequent meeting
21conducted on or before May 31, 2019.

(3) If the state board rejects the recommended revisions, the
23state board shall transmit to the Superintendent, the Governor,
24and the appropriate policy and fiscal committees of the Legislature
25a detailed written explanation of its reasons for rejecting the
26recommended revisions.

(e) If the state board adopts revisions to the World Language
28Content Standards pursuant to paragraph (1) of subdivision (d)
29or subparagraph (B) of paragraph (2) of subdivision (d), the state
30board shall consider adopting curriculum framework and
31evaluation criteria for instructional materials that are aligned to
32the revised World Language Content Standards on or before
33September 30, 2020, based on any recommendations the
34
Instructional Quality Commission may make.

(f) If the state board adopts revisions to the World Language
36Content Standards pursuant to paragraph (1) of subdivision (d)
37or subparagraph (B) of paragraph (2) of subdivision (d), the state
38board may adopt instructional materials for kindergarten and
39grades 1 to 8, inclusive, that are aligned to the revised World
40Language Content Standards on or before January 31, 2022, based
