AB 2306, as amended, Frazier. High school graduation requirements: pupils transferring from juvenile court schools.
Existing law prescribes the course of study a pupil is required to complete while in grades 9 to 12, inclusive, in order to receive a diploma of graduation, and authorizes the governing board of a school district to prescribebegin insert otherend insert courseworkbegin insert requirements that areend insert in addition to the statewide requirements.
This bill would require a school district to exempt a pupilbegin delete who, any time after the pupil completes 10th grade, transfers to the school district from a juvenile court schoolend delete from allbegin insert
otherend insert courseworkbegin delete and otherend delete requirementsbegin insert for graduationend insert adopted by the governing boardbegin delete of the school district for high school graduationend delete that are in addition to the statewide courseworkbegin delete requirements,end deletebegin insert requirements for graduation,end insert unless the school district makes a finding that the pupil is reasonably able to complete the additionalbegin insert courseworkend insert
requirements in time to graduate from high school. The bill would also require abegin delete school district of residenceend deletebegin insert
county office of educationend insert to issue a diploma of graduation to a pupil who completes statewide coursework requirements for graduation while attending a juvenile court school, as specified.begin delete To the extent the bill would imposeend deletebegin insert By placingend insert additional requirements on schoolbegin delete districts,end deletebegin insert districts and county offices of education,end insert the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
