An act to add Section 12510 to the Vehicle Code, relating to vehicles.

AB 2322, as introduced, Chu. Vehicles: instruction permits: decals.

Existing law authorizes the Department of Motor Vehicles (DMV) to issue an instruction permit to a person who is at least 15 years and 6 months of age and who has, among other qualifications, successfully completed an approved course in automobile driver education.

This bill would require the DMV to provide the recipient of an instruction permit with a removable and transferrable decal that reads “student driver.” The bill would authorize the holder of the instruction permit to affix the decal to the rear or side window of the vehicle when operating the vehicle.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

SECTION 1.  

Section 12510 is added to the Vehicle Code, to

12510.  

(a) Upon issuing an instruction permit pursuant to
4Section 12509, the department shall provide the recipient of the
5permit with a removable and transferrable decal that reads “student
6driver.” When the holder of the instruction permit operates a motor
7vehicle, the decal may be affixed to the motor vehicle to inform
P2    1other drivers that the vehicle is being operated by the holder of an
2instruction permit.

3(b) Notwithstanding Section 26708, the decal may be displayed
4on a side window or the rear window of the vehicle.

5(c) The department shall determine the size of the decal, which
6shall not exceed four inches in height and 12 inches in length.
