          SUMMARY:


          This bill ratifies the provisions of a memorandum of  
          understanding (MOU) between the state and state bargaining unit  
          (BU) 16, Physicians, Dentists and Podiatrists, represented  
          exclusively by the Union of American Physicians and Dentists.

          COMMENTS:


          1)Purpose. This is a spot bill that will be used to approve the  
            final collective bargaining agreement reached this year  
            between the state and BU 16.  The current MOU will expire July  
            1, 2016. 

          2)Background. Existing law requires, under the State  
            Employee-Employer Relations Act (the Dills Act), collective  
            bargaining agreements (MOUs) that are negotiated between the  
            state and exclusive representatives of each of the 21 state  
            bargaining units be ratified by the Legislature.
