The Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 provides the authority and procedures for the initiation, conduct, and completion of changes of organization and reorganization of cities and districts by local agency formation commissions. Under that act, upon disincorporation of a city, on and after the effective date of that disincorporation, the territory of the disincorporated city, all inhabitants within the territory, and all persons formerly entitled to vote by reason of residing within that territory, are no longer subject to the jurisdiction of the disincorporated city.
This bill would make a technical, nonsubstantive change to this provision.

The people of the State of California do enact as follows:
Section 57400 of the Government Code is
2amended to read:
Except as otherwise provided in this chapter, on and
2after the effective date of a disincorporation, the territory of the
3disincorporated city, all inhabitants within the territory, andbegin delete allend delete
4begin insert anyend insert persons formerly entitled to vote by reason of residing within
5the territory shall cease to be subject to the jurisdiction of the
6disincorporated city and shall have none of the rights or duties of
7 inhabitants or voters of a city.
