AB 2447, as introduced, Campos. Leroy F. Green School Facilities Act of 1998: energy efficiency.
Existing law, the Leroy F. Greene School Facilities Act of 1998, establishes a program in which the State Allocation Board is required to provide state per-pupil funding, including hardship funding, for new school facilities construction and school facilities modernization for applicant school districts. The act authorizes, as a part of the requirements for submission of an application to the State Allocation Board for new construction or modernization funding, the applicant school to certify that a specified energy analysis and report has been prepared.
This bill would make a nonsubstantive change to the energy analysis and report provisions.

The people of the State of California do enact as follows:
Section 17077.30 of the Education Code is
2amended to read:
(a) As part of the requirements for submission of
2an application to the State Allocation Board for funding pursuant
3to this chapter for any new construction or modernization project,
4the applicant school district may, at the time of submission of the
5final drawings to the Division of the State Architect, certify that
6an energy analysis and report has been prepared that sets forth the
7utility savings that would be generated if the facilities were
8designed, constructed, andbegin delete equipped,end deletebegin insert equippedend insert with the energy
9efficiency and renewable technologies that would make the
10facilities exceed the minimum
building energy-efficiency standards
11mandated for new public buildings pursuant to the latest edition
12of the California Building Standards Code through the use of
13energy efficiency and renewable energy technologies.
14(b) The energy analysis and report shall include a verifiable
15life-cycle cost analysis for each proposed energy conservation
16measure and renewable energy that may include, but need not be
17limited to, photovoltaic parking lot and security lighting, and solar
18swimming pool and domestic water heating, showing a return on
19investment of less than 15 years.
20(c) The cost of the energy analyses and reports shall not exceed:
21(1) Seven thousand five hundred dollars ($7,500) per project
22for elementary schools.
23(2) Ten thousand dollars ($10,000) per
project for middle
24schools.
25(3) Fifteen thousand dollars ($15,000) per project for high
26schools.
27(d) An applicant school district may count the following funds
28or expenditures toward meeting the local matching funds
29requirement under this chapter:
30(1) The amount from any local sources actually expended on
31the project by the applicant school district for an energy audit.
32(2) The amount actually applied to the project from any
33incentive, grant, or rebate, received by the applicant school district
34from a program funded pursuant to Section 381 of the Public
35Utilities Code.
