   An act to amend Section 52296 of the Food and Agricultural Code,
relating to seed.

   AB 2487, as introduced, O'Donnell. Seed Advisory Board: report.
   Existing law establishes the Seed Advisory Board and requires the
board to advise the Secretary of Food and Agriculture and make
recommendations on matters including, but not limited to, seed law
and regulations, seed laboratory diagnostics, and annual budgets
required to regulate the seed industry.
   This bill would require the board to complete a comprehensive
review of the seed program, including a review of the seed
laboratory, and prepare and submit to the secretary a report on its
findings, on or before July 1, 2018.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 52296 of the Food and Agricultural Code is
amended to read:
   52296.   (a)    The board shall be advisory to
the secretary and may make recommendations on all matters pertaining
to this  chapter   chapter,  including, but
not limited to, seed law and regulations, enforcement, seed
laboratory  diagnostics   diagnostics,  and
annual budgets required to accomplish the purposes of this chapter.
The board shall be advisory as to the scope of the program funded by
industry and recommend the dollar volume assessments, which, when
combined with the registration fee required by this chapter, shall
provide adequate funds to support the program.
    (b)     The board shall conduct a
comprehensive review of the seed program, including a review of the
seed laboratory, and prepare and submit to the secretary a report on
its findings on or before July 1, 2018.
