Existing law establishes various student financial aid programs under the administration of the Student Aid Commission, and establishes eligibility requirements for the recipients of awards under those programs by participating students attending qualifying institutions.
This bill would require the commission, by the 2017-18 academic year, to report to the Legislature and the Governor on specified measures to increase student participation in state and federal financial aidbegin delete programs through completion and submission ofend deletebegin insert programs, including at least one measure to encourage and support California high school pupils in completing and submittingend insert the Free
Application for Federal Studentbegin delete Aid (FAFSA) and other measures identified by the commission.end deletebegin insert Aid.end insert

The people of the State of California do enact as follows:
Section 69520 is added to the Education Code,
2to read:
(a) The commission shall, by the 2017-18 academic
4year, report to the Legislature and the Governor on measures to
5increase student participation in state and federal student financial
6aid programs.
7(b) Measures recommended pursuant to subdivision (a) shall
8include all of the following:
9(1) At least one measure tobegin delete ensure that each grade 12 California begin insert encourage and support

10high school pupil receives adequate time and faculty support to
11complete and submitend delete
12pupils in completing and submittingend insert the Free Application for
13Federal Student Aidbegin delete (FAFSA) during a required course in the first begin insert (FAFSA).end insert

15(2) At least one measure to address the barrier of a student who
16is unable to access his or her parents’ financial information in order

23(c) (1) A report to be submitted pursuant to subdivision (a)
24shall be submitted in compliance with Section 9795 of the
25Government Code.
