Existing law requires the Department of General Services, in consultation with other state entities that include the State Energy Resources Conservation and Development Commission, to develop a plan to exploit cost-effective energy efficiency measures in state facilities. Existing law requires the department to update the plan biennially, coordinate implementation efforts, and make recommendations to the Governor and the Legislature to achieve energy goals for state facilities. Existing law requires the department to make these recommendations no later than March 1, 2009, and biennially thereafter. Existing law also requires the department to report on projects under its jurisdiction, as specified.
This bill would instead require the State Energy Resources Conservation and Development Commission, in consultation with the department, to develop a plan to exploit cost-effective energy efficiency and water conservation measures in state facilities. This bill would require the department, in consultation with the commission, to submit recommendations on energy efficiency and water conservation goals to the Governor and the Legislature. This bill would require the department, in consultation with the commission, to make these recommendations no later than January 1, 2018.

The people of the State of California do enact as follows:
(a) In enacting this act, the Legislature recognizes
2the following:
3(1) The significant energy savings and greenhouse gas emission
4reductions inherent in the state’s existing state-owned building
5stock.
6(2) It is the policy of the state to promote conservation and
7efficient use of water.
8(3) The need to establish a comprehensive energy efficiency
9begin insert and conservationend insert program
to capture these reductions.
10(b) The Legislature further recognizes that state government
11should lead by example and demonstrate to the public the cost and
12environmental benefits of implementing energy efficient
13technology into daily life.
Section 15814.22 of the Government Code is amended
15to read:
(a) The State Energy Resources Conservation and
17Development Commission, in consultation with the Department
18of General Services and other state agencies and departments, shall
19develop a multiyear plan, to be updated biennially, with the goal
20of exploiting all practicable and cost-effective energy efficiency
21and water conservation measures in state facilities. The commission
22shall solicit input from both public and private entities. The
23department shall coordinate plan implementation efforts, and make
24recommendations to the Governor and the Legislature to achieve
25energy efficiency and water conservation goals for state facilities.
26(b) The plan shall not prohibit, limit,
or supersede more stringent
27green building requirements for state facilities.
28(c) For the purposes of this section, “state facility” means any
29public building, as defined in Section 15802, but does not include
30any building leased by the state, unless that building is financed
31through the issuance of lease-revenue bonds.
Section 15814.28 of the Government Code is amended
33to read:
The Department of General Services, in consultation
2with the State Energy Resources Conservation and Development
3Commission, shall, no later than January 1, 2018, and biennially
4thereafter, make the recommendations required in Section
515814.22, and report on all of the following for projects under its
6jurisdiction:
7(a) The progress made toward implementing energy efficiency
8begin insert and water conservationend insert measures in state facilities.
9(b) The most common energy efficiencybegin insert
and water conservationend insert
10 measures being implemented.
11(c) The obstacles preventing further implementation of energy
12efficiencybegin insert and water conservationend insert measures.
13(d) How current efforts and ideas can be incorporated into the
14Governor’s five-year infrastructure plan described in Section
1513102.
