SUMMARY:
This technical clean-up bill revises the definition of
"veteran," as it relates to the treatment of veterans by the
California Department of Correction and Rehabilitation (CDCR),
by deleting the reference to the American Red Cross and
including a person who has been discharged from the National
Guard of any state.

FISCAL EFFECT:
No fiscal impact on CDCR.
COMMENTS:
Background/Purpose. AB 2263 (Bradford), Chapter 652, Statutes
of 2014, authorizes a veterans' service advocate to volunteer at
each facility under the jurisdiction of CDCR to assist veteran
inmates with securing specified benefits upon their release. AB
2263 includes a person who has been discharged from the Red
Cross in the definition of a veteran.
AB 2563 deletes the reference to the Red Cross and replace it
with the National Guard of any state. The term veteran commonly
applies to a person who served in the active military, naval, or
air service, and who was discharged or released therefrom under
conditions other than dishonorable. The American Red Cross is
not a military organization. The National Guard is a military
organization.
