AB 2563 Page 2 FISCAL EFFECT: No fiscal impact on CDCR. COMMENTS: Background/Purpose. AB 2263 (Bradford), Chapter 652, Statutes of 2014, authorizes a veterans' service advocate to volunteer at each facility under the jurisdiction of CDCR to assist veteran inmates with securing specified benefits upon their release. AB 2263 includes a person who has been discharged from the Red Cross in the definition of a veteran. AB 2563 deletes the reference to the Red Cross and replace it with the National Guard of any state. The term veteran commonly applies to a person who served in the active military, naval, or air service, and who was discharged or released therefrom under conditions other than dishonorable.
