AB 2587, as introduced, Wilk. School funding: average daily attendance calculation.
Existing law establishes a public school system that requires state funding for school districts and charter schools to be calculated pursuant to a local control funding formula, as specified. Existing law requires the local control funding formula, in part, to be based on average daily attendance, as defined.
This bill would provide that, for the purposes of funding, the average daily attendance for a school district or charter school that has an average daily attendance calculated to be 94% or higher shall be considered 100%.

The people of the State of California do enact as follows:
Section 42238.05 of the Education Code is
2amended to read:
(a) For purposes of Sections 42238.02, 42238.025,
4and 42238.03, the fiscal year average daily attendance for a school
P2 1district shall be computed pursuant to paragraphs (1) to (3),
2inclusive, as applicable.
3(1) The second principal apportionment regular average daily
4attendance for either the current or prior fiscal year, whichever is
5greater, excluding units of average daily attendance resulting from
6pupils attending schools funded pursuant to Article 4 (commencing
7with Section 42280).
8(2) The units of average daily attendance resulting from pupils
9attending schools funded pursuant to Article 4 (commencing with
10Section 42280).
11(3) Prior fiscal year average daily attendance shall be adjusted
12for any loss or gain of average daily attendance due to a
13reorganization or transfer of territory.
14(b) For purposes of this article, regular average daily attendance
15shall be the base grant average daily attendance.
16(c) For purposes of this section, the Superintendent shall
17distribute total ungraded enrollment and average daily attendance
18among kindergarten and each of grades 1 to 12, inclusive, in
19proportion to the amounts of graded enrollment and average daily
20attendance, respectively, in each of these grades.
21(d) Subdivisions (a) to (c), inclusive, shall only apply to average
22daily attendance generated by school districts and shall not apply
23to average daily attendance generated by charter schools.
24(e) A pupil shall not be counted more than once for purposes
25of calculating average daily attendance pursuant to this section.
26(f) For purposes of Sections 42238.02, 42238.025, and 42238.03,
27average daily attendance for a charter school shall be the total
28current year average daily attendance in the corresponding grade
29level ranges for the charter school.
30(g) For purposes of Sections 42238.02, 42238.025, and
3142238.03, the average daily attendance for a school district or
32charter school that has an average daily attendance calculated to
33be 94 percent or higher shall be considered 100 percent.
