AB 2612, as introduced, Brown. Roberti-Z’berg-Harris Urban Open-Space and Recreation Program: definitions.
The Roberti-Z’berg-Harris Urban Open-Space and Recreation Program Act requires annual grants to be made to cities, counties, and districts for recreational purposes, open-space purposes, or both, on the basis of population and need, as specified. The act defines certain terms for these purposes.
This bill would make nonsubstantive changes to these definitions.

Section 5621 of the Public Resources Code is

As used in this chapter:
4(a) “City” and “county” both include the City and County of

6county service area, or zonebegin delete therein,end deletebegin insert in a county service area,end insert
7 within the County of San Bernardino empowered to provide public
8park and recreation services pursuant to the County Service Area

Section 25210) of Part 2 of
2Division 2 of Title 3 of the Government Code).
3(b) “Districts” means regional park districts formed under Article
43 (commencing with Section 5500) of Chapter 3; recreation and
5park districts formed under Chapter 4 (commencing with Section
65780);begin delete anyend deletebegin insert aend insert public utility district formed under Division 7
7(commencing with Section 15501) of the Public Utilities Code in
8a nonurbanized area that employs a full-time park and recreation
9director and offers year-round park and recreation services on
10lands and facilities owned by the district;begin delete anyend deletebegin insert aend insert
community services
11district formed under Division 3 (commencing with Section 61000)
12of Title 6 of the Government Code in a nonurbanized areabegin delete whichend delete
13begin insert thatend insert is authorized to provide publicbegin delete recreation as specified in
14subdivision (e) of Section 61600 of the Government Code; anyend delete
15begin insert recreation; aend insert memorial district formed under Chapter 1
16(commencing with Section 1170) of Division 6 of the Military and
17Veterans Code that employs a full-time park and recreation director
18and offers year-round park and recreation services on lands and
19facilities owned by the district; the Malaga County Water District
20exercising powers authorized under
Section 31133 of the Water
21Code; andbegin delete anyend deletebegin insert aend insert county service area, or zonebegin delete therein,end deletebegin insert in a county
22service area,end insert within the County of San Bernardinobegin delete whichend deletebegin insert thatend insert is
23empowered to provide public park and recreation services pursuant
24to the County Service Area Law (Chapter 2.5 (commencing with
25Section 25210) of Part 2 of Division 2 of Title 3 of the Government
26Code), which is actually providing public park and recreation
27services, andbegin delete whichend deletebegin insert
thatend insert was reorganized prior to January 1, 1987,
28from a park and recreation district to a county service area or zone.
29(c) “Urbanized area” consists of a central city or cities and
30surrounding closely settled territory, as determined by the
31Department of Finance on the basis of the most recent verifiable
32census data. “Urbanized county” meansbegin delete anyend deletebegin insert
aend insert county with a
33population of 200,000 or more, as determined by the Department
34of Finance on the basis of the most recent verifiable census data.
35(d) “Heavily urbanized area” means a large city with a
36population of 300,000 or more and a large county or regional park
37district with a population of 1,000,000 or more, as determined by
38the Department of Finance on the basis of the most recent verifiable
39census data.

does not qualify as an urbanized area or urbanized
3county under the definitions in subdivision (c).
4(f) “Block grant” means the allocation of moneys for one or
5more projects for the acquisition or development of recreational
6lands and facilities.
7(g) “Need basis grant” means the allocation of moneys for one
8or more projects for the acquisition or development of recreational
9lands and facilities on a project-by-project basis, based upon need.
10(h) “Account” means the Roberti-Z’berg-Harris Urban
11Open-Space and Recreation Program Account in the General Fund.
12(i) “Special major maintenance project” means a rehabilitation
13or refurbishing activity performed on an annual or more infrequent
14interval, excluding capital improvements and routinized or
other
15regularly scheduled and performed tasks such as grounds mowing,
16hedge trimming, garbage removal, and watering. Special major
17maintenance project includes activitiesbegin delete whichend deletebegin insert
thatend insert will reduce
18energy requirements to operate recreational lands or facilities.
19(j) “Innovative recreation program” means specially designed,
20creative social, cultural, and human service activitiesbegin delete whichend deletebegin insert thatend insert
21 by their nature are intended to respond to the unique and otherwise
22unmet recreation needs of special urban populations, including,
23but not limited to, senior citizens, physically or emotionally
24begin delete handicapped,end deletebegin insert handicapped persons,end insert chronic and “new” poor, single
25parents, “latchkey” children, and minorities. The term includes
26
special transportation programs designed to facilitate access of
27these groups to parks and recreational programs and facilities.
