AB 2619, as introduced, Gray. Horse racing: quarter horse races.
Existing law establishes the California Horse Racing Board, and gives that board specified duties, including authorizing a licensed quarter horse racing association that is conducting a live racing meeting in this state to accept wagers on specified races, including the American Quarter Horse Racing Challenge.
This bill would authorize the board to authorize a licensed quarter horse racing association that is conducting a live racing meeting in this state to accept wagers on a quarter horse stakes race with a purse equal to or greater than $100,000. The bill would also make nonsubstantive changes.

The people of the State of California do enact as follows:
Section 19596 of the Business and Professions
2Code is amended to read:
(a) Notwithstanding any otherbegin delete provision ofend delete law, the
4board may do any of the following:
P2 1(1) Authorize a licensed harness racing association that is
2conducting a live racing meeting in this state to accept wagers on
3the full card of races conducted by another racing association on
4the day that other association conducts the Breeders’ Crown Stakes,
5the Meadowlands Pace, the Hambletonian, the Cane Pace, the
6Kentucky Futurity, or the North American Cup.
7(2) Authorize a licensed quarter horse racing association that is
8conducting a live racing meeting in this state to accept wagers on
9begin delete eitherend deletebegin insert
anyend insert of the following:
10(A) Races conducted by the racing association that conducts
11the American Quarter Horse Racing Challenge, if the races are
12conducted on the same day as the American Quarter Horse Racing
13Challenge.
14(B) The full card of races conducted by another racing
15association on the day that other association conducts the Texas
16Classic Futurity and Remington Park Futurity.
17(C) A quarter horse stakes race with a purse equal to or greater
18than one hundred thousand dollars ($100,000).
19(3) Authorize the inclusion of wagers authorized pursuant to
20this section in the parimutuel pools of the out-of-state
association
21that conducts the races on which the wagers are placed.
22(b) The board authorization may be granted under this section
23only if both of the following conditions are met:
24(1) The authorization complies with federal laws, including, but
25not limited to,begin delete Chapter 57 (commencing with Section 3001) of begin insert the Interstate Horseracing Act
26Title 15 of the United States Codeend delete
27of 1978 (15 U.S.C. Sec. 3001 et seq)end insert.
28(2) Wagering is offered only within the racing enclosure and
29only within seven days of the running of the out-of-state race.
