Existing law requires local educational agencies to provide certain documents to parents and post certain documents on an Internet Web page.

This bill would require a local educational agency, or a person, firm, association, partnership, or corporation offering or conducting private school instruction on the elementary or high school level, that maintains an employee code of conduct with students to provide a written copy of that document to every pupil enrolled in a school of the local educational agency or provider of private school instruction and the parent or guardian of each of those pupils at the beginning of each school year and to post it to a public page on each school’s Internet Web site.

By imposing additional duties on local educational agencies, the bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

Existing law requires the State Department of Education to develop an online training module to assist all school staff, school administrators, parents, pupils, and community members in increasing their knowledge of the dynamics of bullying and cyberbullying.

(a) A local educational agency, or a person, firm,
4association, partnership, or corporation offering or conducting
5private school instruction on the elementary or high school level,
6that maintains an employee code of conduct with students shall
7provide a written copy of that document to every pupil enrolled in
8a school of the local educational agency or provider of private
9school instruction and the parent or guardian of each of those
10pupils at the beginning of each school year and shall post it on
11each school’s Internet Web site in a manner that is accessible to
12the public without a password.

13(b) For purposes of this section, a local educational agency
14includes a school district, county office of education, or charter
15 school.
