AMENDED IN ASSEMBLY MARCH 18, 2016

INTRODUCED BY Assembly Member Gomez

                        FEBRUARY 19, 2016

An act to amend add Section
32283.5 of 44050 to the Education Code,
relating to school safety. employees.

	LEGISLATIVE COUNSEL'S DIGEST

AB 2621, as amended, Gomez. School safety plans.
  Employee Codes of Conduct.
Existing law requires local educational agencies to provide
certain documents to parents and post certain documents on an
Internet Web page.
This bill would require a local educational agency, or a person,
firm, association, partnership, or corporation offering or conducting
private school instruction on the elementary or high school level,
that maintains an employee code of conduct with students to provide a
written copy of that document to every pupil enrolled in a school of
the local educational agency or provider of private school
instruction and the parent or guardian of each of those pupils at the
beginning of each school year and to post it to a public page on
each school's Internet Web site.
By imposing additional duties on local educational agencies, the
bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local
agencies and school districts for certain costs mandated by the
state. Statutory provisions establish procedures for making that
reimbursement.
This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to these
statutory provisions.
Existing law requires the State Department of Education to develop
an online training module to assist all school staff, school
administrators, parents, pupils, and community members in increasing
their knowledge of the dynamics of bullying and cyberbullying.

This bill would make nonsubstantive changes to that provision.

Vote: majority. Appropriation: no. Fiscal committee: no
