FISCAL EFFECT: According to the Senate Appropriations Committee, pursuant to Senate Rule 28.8, negligible state costs. COMMENTS: This bill is the annual K-12 education clean-up bill that makes various non-controversial revisions to the Education Code. The majority of the provisions in this bill were identified by the CDE and make technical corrections to the statute, such as correcting a section citation or striking obsolete language. This bill also repeals a number of reports required to be submitted by the CDE to the Legislature, some of which are active and some of which were never implemented due to lack of funds. The information generated by these reports can be obtained from the CDE without requiring the CDE to complete and submit reports on a regular basis. Senate amendments added a provision to apply the authorization provided by AB 306 (Hadley), Chapter 771, Statutes of 2015, in the interdistrict transfer section of the Education Code. According to the author, the intent of AB 306 is to allow military families to enroll their children in districts other than the district where they reside, but the enacted bill inadvertently applied the authority only to districts participating in districts of choice.
