SUMMARY: Makes technical and non-controversial revisions to the
Education Code (EDC). Specifically, this bill:
1)Repeals the following reports required of the California
Department of Education (CDE):
a) The number of site visits conducted of child development
programs. (EDC Section 1)
b) Evaluation of the effectiveness of CDE's School Safety
and Security Resources Unit. (EDC Section 2)
c) Summary of actions taken by the CDE to eliminate audit
exceptions and comply with management improvement

recommendations. (EDC Section 38)
d) The status of school districts that have received
emergency apportionments. (EDC Section 39)
e) Review of a county office of education's fiscal
oversight of a school district requiring an emergency loan
and state receivership. (EDC Section 40)
f) Summary of school average daily attendance and local
property tax revenues used in principal apportionment
calculations. (EDC Section 42)
g) Summary of school districts that have not adopted
on-time budgets and steps being taken to address the
delays. (EDC Section 44)
h) Evaluation of the California School Information
Services' oversight of the California Longitudinal Pupil
Achievement Data System (CALPADS) project. (EDC Section
50)
i) Summary of educational programs and workshops on genetic
diseases and birth defects. (EDC Section 51)
j) Agreements between state agencies regarding special
education services. (EDC Section 58)
aa) Compilation of student physical fitness test results.

cc) Update on implementation of the school standardized

2)Requires the meetings of district and county parent advisory
committees established to provide advice on the development of
the local control and accountability plan to be open to the
public and to comply with specified notice of meetings.
Strikes obsolete code sections. (Section 3)
3)Changes "lapse" to "lapsation." (EDC Section 4)
4)Corrects cross references and makes minor changes to the
sections relating to school district reorganizations. (EDC

5)Strikes "unexcused" absences to allow Saturday or Sunday
classes to receive apportionment credit for makeup classes for

6)Updates references to the federal Workforce Invest Act. (EDC

7)Corrects a federal code section reference to the United States
military that was chaptered by AB 306 (Hadley), Chapter 771,
Statutes of 2015, and adds the authorization provided by AB
306 in the interdistrict transfer section of the Education
Code (EDC Sections 45 and 49)
8)Aligns cross references in sections pertaining to students
with disabilities with changes in the California Code of
Regulations. (EDC Sections 54-57)

9)Corrects code citations and cross references (EDC Sections 5,
41, 43, 47)
The Senate amendments add a provision prohibiting a district
from preventing the transfer of a pupil who is a child of an
active military duty parent to another district (Section 45).
FISCAL EFFECT: According to the Senate Appropriations
Committee, pursuant to Senate Rule 28.8, negligible state costs.
COMMENTS: This bill is the annual K-12 education clean-up bill
that makes various non-controversial revisions to the Education
Code. The majority of the provisions in this bill were
identified by the CDE and make technical corrections to the
statute, such as correcting a section citation or striking
obsolete language. This bill also repeals a number of reports
required to be submitted by the CDE to the Legislature, some of
which are active and some of which were never implemented due to
lack of funds. The information generated by these reports can
be obtained from the CDE without requiring the CDE to complete
and submit reports on a regular basis. Senate amendments added
a provision to apply the authorization provided by AB 306
(Hadley), Chapter 771, Statutes of 2015, in the interdistrict
transfer section of the Education Code. According to the
author, the intent of AB 306 is to allow military families to
enroll their children in districts other than the district where
they reside, but the enacted bill inadvertently applied the
authority only to districts participating in districts of
choice.
