SUMMARY:
This bill allows a hazardous materials carrier-in notifying the
CHP when there are changes in the scheduling of a shipment or in
the routes to be used, or of the cancellation of a shipment, as
required by current law-to do so by email or facsimile.

Negligible fiscal impact.
COMMENTS:
Purpose. This bill updates current law, which requires hazardous
materials carriers to notify the CHP via telephone or telegram
of any change to a previously noticed shipment. Given that
provisions governing how communication between carriers and CHP
and others were last updated in 1988, this bill expands these
provision to allow notification by electronically-based
communications commonly used today.
