FISCAL EFFECT: AB 2718 Page 2 Negligible fiscal impact. COMMENTS: Purpose. This bill updates current law, which requires hazardous materials carriers to notify the CHP via telephone or telegram of any change to a previously noticed shipment. Given that provisions governing how communication between carriers and CHP and others were last updated in 1988, this bill expands these provision to allow notification by electronically-based communications commonly used today.
