SUMMARY:
This bill makes a number of minor changes to the Medical
Practice Act related to physicians, midwives, and
polysomnographic technicians. Provisions of this bill with a
potential fiscal impact include:
1)Authorizing the Medical Board of California (Medical Board) to
place a midwife license or polysomnographic technician

registration on probation and establish a fee for monitoring a
licensee on probation.
2)Clarifying, for a physician applicant for a limited license,
that the licensee must pay renewal fees in addition to initial
licensure fees.
FISCAL EFFECT:
1)Costs and revenues to the Medical Board of California are
likely to be minor (Contingent Fund of the Medical Board of
California).
2)Potential minor information technology costs, if changes are
needed to the BreEZe licensing system as a result of this bill
(Contingent Fund of the Medical Board of California).
COMMENTS:
1)Purpose. According to the author, this is a clean-up bill to
ensure that the MBC's authority to perform their duties is
clearly defined and aligned with current law. This bill is
sponsored by the Medical Board and has no opposition.
2)Background. The MBC is responsible for licensing and
regulating allied health licensees, including licensed
midwives and polysomnographic technologists, technicians and
trainees. There are certain provisions in the Medical
Practice Act that apply to physicians and surgeons that the
MBC also relies upon when regulating the aforementioned allied
health licensees. As such, the author believes it is
necessary to clarify the MBC's authority to do the following,

which this bill addresses:
a) Revoke or deny a license for registered sex offenders;
b) Allow allied health licensees to petition for license
reinstatement; and,
c) Allow the MBC to use probation as a disciplinary option
for allied health licenses, and to procure payment for the
costs of probation monitoring.
