Existing law authorizes the construction of an international genocide memorial in the Capitol Historic Region and provides for the establishment of a commission in that regard. Existing law prohibits construction of the memorial until the master plan of the State Capitol Park is approved and adopted by the Joint Committee on Rules.

(a) The construction of a memorial to California’s
4genocide survivors in the Capitol Historic Region is hereby
5authorized. The actual construction of the memorial may not
6proceed without the prior approval of the Department of General
7Services and the Capitol Park Master Plan Group.
8(b) The department shall not begin construction of the memorial
9until the master plan of the State Capitol Park is approved and
10adopted by the Joint Committee on Rules.begin insert However, if the master
11plan of the State Capitol Park is not approved or adopted by the
12Joint Committee on Rules on or before December 31, 2020, the
13department may begin construction of the
memorial. end insert
14(c) Funds for the construction of the memorial shall be provided
15through private contributions. The commission may receive
16contributions for this purpose.
17(d) The department, in consultation with the International
18Genocide Memorial Commission, shall seek to accomplish the
19following goals:
20(1) Review the preliminary design plans to identify potential
21maintenance concerns.
22(2) Compliance with the Americans with Disabilities Act and
23other safety concerns.
24(3) Review and approval of proper California Environmental
25Quality Act documents prepared for work at the designated historic
26property.
P3 1(4) Review of final construction documents to ensure that all
2requirements are met.
3(5) Preparation of the right of entry permit outlining the final
4area of work, final construction documents, construction plans,
5the contractor hired to perform the work, insurance, bonding,
6provisions for damage to state property, and inspection
7requirements.
Chapter 3.7 (commencing with Section 5700) is
9added to Division 3 of the Business and Professions Code, to read:

On or before September 1, 2017, the California Research
14Bureau shall conduct a study on the necessity and feasibility of
