Existing law requires the State Board of Education to develop guidelines that school districts may use in the development of certain teacher evaluation procedures and to distribute those guidelines to every school district.

To the extent the bill would impose additional duties on school districts and county offices of education, the bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

(a) A local educational agency that, as a part of its
9evaluation and assessment of a certificated employee, determines
10that the employee requires additional development and growth to
11meet adopted standards of performance shall provide the employee
12professional development opportunities to support the employee
13in working towards meeting these standards.

14(b) The professional development opportunities provided
15pursuant to this section may include, but are not limited to, all of
16the following:

17(1) Training in the state academic content standards adopted
18by the state board.

19(2) Training in providing English learners access to the common
20core academic content standards adopted pursuant to Section
2160605.8 and the English language development standards adopted
22pursuant to former Section 60811.3, as that section read on June
2330, 2013, or Section 60811.4.

24(3) Priority placement in the Peer Assistance and Review
25Program for Teachers or other programs operated by the local
26educational agency that develop and strengthen the skills of
27certificated employees.

SECTION 1.  

Section 33039 of the Education Code is amended
4to read:

The state board shall develop guidelines that school
6districts may use in the development of teacher evaluation
7procedures pursuant to Article 11 (commencing with Section
844660) of Chapter 1 of Part 25 of Division 3 of this title, and shall
9distribute the guidelines to every school district.
