An act to amend Section 88640 of the Education Code, relating to economic development.

AB 2831, as introduced, Chang. California Community Colleges Economic and Workforce Development Program.

Existing law, until January 1, 2018, establishes the California Community Colleges Economic and Workforce Development Program. Existing law provides for the awarding of grants for this program, and provides that this program shall only be implemented during fiscal years for which funds are appropriated for these purposes. The program also includes a job development incentive training component.

This bill would make nonsubstantive changes to the job development incentive training component of the program.

The people of the State of California do enact as follows:

SECTION 1.  

Section 88640 of the Education Code is amended

88640.  

(a) (1) Programs and activities of the Job Development
4Incentive Training Program shall include a strong partnership with
5state and local economic development entities, workforce
6development agencies, community-based organizations, and the
P2    1private sector. It is the intent of the Legislature that this program
2provide training on a no-cost or low-cost basis to participating
3employers who create employment opportunities at an acceptable
4wage level for the attainment of self-sufficiency by both of the
5following groups:

6(A) Recipients of aid under Chapter 2 (commencing with Section
711200) of Part 3 of Division 9 of the Welfare and Institutions Code.

8(B) Clients determined to be eligible because they are employed
9at a wage too low to attain self-sufficiency.

16(3) Funds received from other eligible programs, including, but
17not necessarily limited to, programs under the federal Workforce
18 Investment Act of 1998 (Public Law 105-220) and other applicable
19programs selected by the chancellor, or a combination of programs,
20may be used to provide funds to match job development incentive
21training funds.

22(b) It is the intent of the Legislature that the expenditure of funds
23under this section should lead measurably to the upgrading of
24highly skilled and technical workers, upgrade opportunities for
25those who are employed at a wage too low to attain self-sufficiency,
26and the creation of jobs for new entrants into the workforce.
