An act to add Section 60605.13 to the Education Code, relating to pupil instruction.

AB 2862, as amended, O'Donnell. Pupil instruction: visual and performing arts: revision of content standards.

Existing law requires the State Board of Education, on or before June 1, 2001, to adopt content standards in the curriculum area of visual and performing arts pursuant to recommendations developed by the Superintendent of Public Instruction.

This bill would authorize the Superintendent to recommend revisions to the visual and performing arts content standards to the state board and would require the state board to adopt, reject, or modify the recommendations on or before January 1, 2019. The bill would require the state board to explain, in writing, to the Governor and the Legislature the reasons for modifying thebegin delete recommended ofend deletebegin insert end insertbegin insertrecommendations of the Superintendent, as assisted by a group ofend insert experts in visual and performingbegin delete arts for purposes of assisting the Superintendent in developing the recommendations.end deletebegin insert arts. SECTION 1.  

Section 60605.13 is added to the Education Code,

60605.13.  

(a) The Superintendent may recommend to the state
4board revisions to the visual and performing arts content standards
5adopted by the state board pursuant to Section 60605.1. On or
6before January 1, 2019, the state board shall adopt, reject, or
7modify any revisions recommended by the Superintendent. If the
8state board modifies the revisions recommended by the
9Superintendent, the state board shall explain, in writing, to the
10Governor and the Legislature the reasons for modifying the
11recommended revised content standards.

12(b) In consultation with the state board, the Superintendent shall
13select a group of experts in visual and performing arts for purposes
14of assisting the Superintendent in developing recommendations

16be current public school elementary or secondary classroom
17teachers who have a professional teaching credential that is valid

(c) The National Core Arts Standards developed by the National

12pursuant to subdivision (a), during the next revision of the visual
13and performing arts curriculum framework and evaluation criteria,
14the Instructional Quality Commission shall ensure that the revisions
15are incorporated into the visual and performing arts curriculum
16framework and evaluation criteria for purposes of adopting
17instructional materials.
