Existing law requires the State Board of Education, on or before June 1, 2001, to adopt content standards in the curriculum area of visual and performing arts pursuant to recommendations developed by the Superintendent of Public Instruction.

The bill would require thebegin delete state board to explain, in writing, to the Governor and the Legislature the reasons for modifying the recommendations
of the Superintendent, as assisted byend deletebegin insert Superintendent, in consultation with the Instructional Quality Commission and the state board, to selectend insert a group of experts in visual and performingbegin delete arts.end deletebegin insert arts for purposes of assisting the Superintendent in developing recommendations under the bill.end insert The bill would require that the National Core Arts Standards developed by the National Coalition for Core Arts Standards serve as the basis for deliberations regarding revisions to the visual and performing arts content standards. The bill would require thebegin delete Superintendentend deletebegin insert
Superintendent, in consultation with the Instructional Quality Commission,end insert
to hold a minimum of 2 public hearings in order for the public to provide input on the Superintendent’sbegin delete recommendationsend deletebegin insert recommendations,end insert and would require the state board to adopt, reject, or modify the recommendations at a subsequent publicbegin delete meeting.end deletebegin insert meeting, in accordance with specified procedures.end insert

Section 60605.13 is added to the Education Code,

(a) Thebegin delete Superintendent mayend deletebegin insert Superintendent, in
4consultation with the Instructional Quality Commission, shallend insert
5 recommend to the state board revisions to the visual and performing
6arts content standardsbegin insert in the subjects of dance, theater, music, and
7visual artsend insert adopted by the state board pursuant to Section 60605.1.

10the state board modifies the revisions recommended by the
11Superintendent, the state board shall explain, in writing, to the
12Governor and the Legislature the reasons for modifying the

14(b) In consultation with thebegin insert Instructional Quality Commission
15and theend insert state board, the Superintendent shall select a group of
16experts in visual and performing arts for purposes of assisting the
17Superintendent in developing recommendations pursuant to this
18section. A majority of this group of experts shall be current public
P3 1school elementary or secondary classroom teachers who have a
2professional teaching credential that is valid under state law.
3(c) The National Core Arts Standardsbegin insert in the subjects of dance,
4theater, music, and visual artsend insert developed by the National Coalition
5for Core Arts Standards
shall serve as the basis for deliberations
6regarding revisions to the visual and performing arts content
7standards.
8(d) (1) Thebegin delete Superintendentend deletebegin insert Superintendent, in consultation with
9the Instructional Quality Commission,end insert shall hold a minimum of
10two public hearings in order for the public to provide input on the
11revisions recommended pursuant to this section and the state board
12shall adopt, reject, or modify those recommendations at a
13subsequent public meeting.
14(2) The public hearings and meetings required by this
15subdivision shall be held pursuant to the Bagley-Keene Open
16Meeting
Act (Article 9 (commencing with Section 11120) of
17Chapter 1 of Part 1 of Division 3 of Title 2 of the Government
18Code).

(e) On or before November 30, 2018, the Superintendent shall
20present to the state board the revised visual and performing arts
21content standards, based on the work of the group of experts
22convened pursuant to subdivision (b), conducted in consultation
23with the Instructional Quality Commission.

(f) (1) On or before January 31, 2019, the state board shall
25adopt, reject, or modify any revisions to the visual and performing
26arts standards recommended by the Superintendent. If the state
27board modifies the revisions recommended by the Superintendent,
28the state board shall explain, in writing, the reasons for modifying
29the
recommended revised content standards to the Governor and
30the Legislature.

(2) If the state board modifies the visual and performing arts
32content standards recommended by the Superintendent pursuant
33to subdivision (e), the state board shall, in a meeting conducted
34pursuant to the Bagley-Keene Open Meeting Act (Article 9
35(commencing with Section 11120) of Chapter 1 of Part 1 of
36Division 3 of Title 2 of the Government Code), provide written
37reasons for its revisions. The state board shall not adopt revised
38visual and performing arts content standards at the same meeting
39it provides its written reasons, but, instead, shall adopt these
P4 1revisions at a subsequent meeting conducted no later than March
231, 2019.

(3) If the state board rejects the visual and performing arts
4content standards recommended by the Superintendent pursuant
5to subdivision (e), the state board shall transmit to the
6Superintendent, the Governor, and the appropriate policy and
7fiscal committees of the Legislature a specific written explanation
8of the reasons for the rejection of the standards presented by the
9Superintendent.
