BILL ANALYSIS Ó AB 2906 Page 1 Date of Hearing: April 18, 2016 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair AB 2906 (Committee on Transportation) - As Introduced March 7, 2016 SUBJECT: Transportation: omnibus bill SUMMARY: Makes various technical and non-substantive changes to provisions of law related to transportation. Specifically, this bill: 1)Repeals a duplicative reference to the commemorative 1984 Olympic reflectorized license plates program. 2)Makes a number of minor changes to bring existing law into conformance with Federal Motor Carrier Safety Standards for commercial vehicles and vehicles transporting hazardous materials. 3)Corrects an inconsistency in terms used to describe a "parking invoice fee." 4)Clarifies that a vehicle parked on a roadway with an adjacent curb or class IV bikeway must be within 18 inches of the curb or edge of the class IV bikeway. AB 2906 Page 2 5)Makes other minor, technical changes. EXISTING LAW: Includes numerous provisions related to transportation. FISCAL EFFECT: Unknown COMMENTS: The Assembly Committee on Transportation is authoring this year's transportation omnibus bill as a cost-effective way of making a number of minor, non-controversial changes to statute at one time. There is no known opposition to any of the items in the bill. If issues arise that cannot be resolved, the provision of concern will be deleted from the bill.
