          SUMMARY:  Makes various technical and non-substantive changes to  
          provisions of law related to transportation.


          The Senate amendments:


          1)Move the code section establishing the California Cultural and  
            Historical Endowment License Plate Program from the Education  
            Code to the Vehicle Code.


          2)Delete the requirement for the State Treasurer's Office to  
            prepare a report on the State's Grant Anticipated Revenue  
            Vehicle (GARVEE) bonding capacity on an annual basis.


          3)Explicitly authorize the Department of Motor Vehicles to use

            revenues generated by the Legacy License Plate Program to  
            advertise the Program in materials it mails to customers.


          4)Make other minor, technical changes.


          EXISTING LAW:  Includes numerous provisions related to  
          transportation.


          FISCAL EFFECT:  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.


          COMMENTS:  The Assembly Committee on Transportation is authoring  
          this year's transportation omnibus bill as a cost-effective way  
          of making a number of minor, non-controversial changes to  
          statute at one time.  There is no known opposition to any of the  
          items in the bill.  If issues arise that cannot be resolved, the  
          provision of concern will be deleted from the bill.
