          DIGEST:  This bill declares the intent of the Legislature to  
          enact legislation to establish permanent, sustainable sources of  
          transportation funding to maintain and repair the state's  
          highways, local roads, bridges, and other critical  
          transportation infrastructure.


          ANALYSIS:   This bill and SBX1 5 (Beall) are to be considered as  
          vehicles for potential legislation dealing with the 2015-2016  
          First Extraordinary Session.
