          SENATE VOTE:  37-0


          SUBJECT:  Officer Samuel Sanchez Memorial Highway.


          SUMMARY:  Designates a segment of State Route (SR) 166 in Santa  
          Barbara County as the "Officer Samuel Sanchez Memorial Highway."  
           Specifically, this resolution:  


             1)   Recounts the life of Officer Samuel Sanchez of the  
               Guadalupe Police Department. 



             2)   Designates a three-mile segment of SR 166 between Bonita  
               School Road and Simas Road in Santa Barbara County as the  
               "Officer Samuel Sanchez Memorial Highway."



             3)   Requests that the California Department of  
               Transportation (Caltrans) determine the cost of appropriate  
               signs, consistent with the signing requirements for the  
               state highway system, showing the special designation and,

               upon receiving donations from non-state sources covering  
               that cost, to erect those signs.



          EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways including the installation and  
          maintenance of highway signs.


          


          FISCAL EFFECT:  Unknown, but the measure requests that Caltrans  
          only erect the appropriate signage upon receiving donations from  
          non-state sources covering the cost.


          COMMENTS:   Officer Sanchez was one of nine children from a  
          large California native family and six of his siblings were in  
          law enforcement.  Officer Sanchez joined the Guadalupe Police  
          Department in the City of Guadalupe in 1969.  He was killed in a  
          head-on collision with a drunk driver in 1969 while transporting  
          three prisoners to jail along SR 166.  Officer Sanchez left  
          behind an infant daughter.  This resolution designating a  
          specific portion of SR 166 acknowledges the service and  
          sacrifice of Officer Sanchez.
