SUBJECT: Paul J. Lunardi Memorial Highway
DIGEST: This resolution designates a portion of State Highway
Route (SR) 267 in Placer County as the Paul J. Lunardi Memorial
Highway.
ANALYSIS:
This committee has adopted a policy regarding the naming of
state highways or structure. Under the policy, the committee
will consider only those resolutions that meet all of the
following criteria:
1)The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
or structure is located.
2)The person being honored must be deceased.
3)The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
4)The author or co-author of the resolution must represent the
district in which the facility is located, and the resolution
must identify the specific highway segment or structure being
named.
5)The segment of highway being named must not exceed five miles

in length.
6)The proposed designation must reflect a community consensus
and be without local opposition.
7)The proposed designation may not supersede an existing
designation unless the sponsor can document that a good-faith
effort has uncovered no opposition to rescinding the prior
designation.
This resolution designates the portion of SR 267 that ends at
Kings Beach in Placer County as the Paul J. Lunardi Memorial
Highway. This resolution further requests that the Department
of Transportation erect appropriate signs upon receiving
donations from non-state sources to cover the costs.
COMMENTS:
1)Purpose. The author introduced this resolution to honor the
life and service of Paul Lunardi.
2)Background on Mr. Lunardi. Paul Lunardi was born on September
30, 1921, in Roseville, California. Upon graduating from
Roseville High School, Mr. Lunardi enlisted in the U.S. Coast
Guard during World War II. After the war, he was elected to
the Roseville City Council in 1950 and again in 1954; he also
won the mayoral seat in 1954. As a city councilmember, Mr.
Lunardi helped bring about the adoption of a city charter for
the council-manager form of governance and helped successfully
establish a community hospital, municipal fire department,
updated street lighting system, central federal power for the
city, and expanded sewer, water, and electricity distribution
systems. He earned the "Outstanding Young Men of California"
award on January 8, 1955.
Paul Lunardi was elected to the State Assembly in 1958,
serving until 1963 when he was elected to the State Senate.
Mr. Lunardi retired in 1966 due to redistricting. One of his
proudest legislative accomplishments was designating the ghost
town of Bodie as a State Historic Park. Mr. Lunardi also
introduced the first bill in state history to assess farmland
at a lower tax rate, which was later enacted as what is now
known as the Williamson Act. Mr. Lunardi also successfully
carried legislation to designate the "Truckee shortcut" as SR
267, linking the cities of Truckee and Kings Beach. This
legislation enabled the road to stay open year-round instead

of closing for snow in the winter, thereby facilitating
development of tourism and skiing in the area.
Mr. Lunardi passed away peacefully on January 11, 2013, at the
age of 91 and was laid to rest in Roseville.
3)Consistent with committee policy. This resolution is
consistent with the provisions of the committee's policy on
highway designation.
4)Technical amendments. Due to concerns that the designation is
too vague, the author will accept committee amendments to
change the designation to specify that it applies to the
section of SR 267 from post mile 4.898 to post mile 9.898.
