Senate Concurrent Resolution No. 28—Relative to the Fullerton Police Detective Tommy De La Rosa Memorial Interchange.

SCR 28, as introduced, Huff. Fullerton Police Detective Tommy De La Rosa: Memorial Interchange.

This measure would designate the northbound and southbound lanes of State Highway Route 5 at the State Highway Route 91 interchange in the City of Fullerton as the “Fullerton Police Detective Tommy De La Rosa Memorial Interchange.” The measure would also request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, Fullerton Police Detective Tommy De La Rosa,
2at the age of 43, paid the ultimate sacrifice in the line of duty; and

3WHEREAS, Detective De La Rosa was born on May 12, 1947,
4and served his country during the Vietnam War while in the Marine
5Corps. Detective De La Rosa joined the Fullerton Police
6Department on September 26, 1980; and

7WHEREAS, While off-duty, Detective De La Rosa liked to
8speak with children from neighborhoods heavy with drugs, gangs,
9and prostitution and urge them to be good and stay in school; and

10WHEREAS, On June 21, 1990, Detective De La Rosa was
11ambushed and shot five times during an undercover reverse sting
P2    1narcotics operation, but, although gravely injured, was still able
2to return fire and fatally wound one of the suspects before
3succumbing to his injuries. Three other suspects were convicted
4of Detective De La Rosa’s murder and were sentenced to life
5without parole; and

6WHEREAS, Detective De La Rosa is survived by his wife and
7four children. The most important thing in Detective De La Rosa’s
8life was his family; and

9WHEREAS, Detective De La Rosa provided the public with
10exemplary service and dedication to his job throughout his
11nine-year career with the Fullerton Police Department; and

12WHEREAS, It is appropriate to memorialize the service and
13sacrifice of Detective De La Rosa, by designating a portion of
14State Highway Route 5 in the City of Fullerton in his honor; now,
15therefore, be it

16Resolved by the Senate of the State of California, the Assembly
17thereof concurring,
That the Legislature hereby designates the
18northbound and southbound lanes of State Highway Route 5 at the
19State Highway Route 91 interchange in the City of Fullerton as
20the “Fullerton Police Detective Tommy De La Rosa Memorial
21Interchange”; and be it further

22Resolved, That the Department of Transportation is requested
23to determine the cost of appropriate signs consistent with the
24signing requirements for the state highway system showing this
25special designation and, upon receiving donations from nonstate
26sources sufficient to cover the cost, to erect those signs; and be it
27further

28Resolved, That the Secretary of the Senate transmit copies of
29this resolution to the Director of Transportation and to the author
30for appropriate distribution.
