Senate Concurrent Resolution No. 28—Relative to the Fullerton Police Detective Tommy De La Rosa Memorial Interchange.

SCR 28, as amended, Huff. Fullerton Police Detective Tommy De La Rosa: Memorial Interchange.

This measure would designate thebegin delete northbound and southbound lanes of State Highway Route 5 at theend deletebegin insert end insertbegin insertinterchange at Interstate 5 andend insert State Highway Route 91begin delete interchangeend delete in the City of Fullerton as the “Fullerton Police Detective Tommy De La Rosa Memorial Interchange.” The measure would also request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, Fullerton Police Detective Tommy De La Rosa,
2atbegin delete the age of 43,end deletebegin insert 43 years of age,end insert paid the ultimate sacrifice in the
3line of duty; and

4WHEREAS, Detective De La Rosa was born on May 12, 1947,
5and served his country during the Vietnam War while in the Marine
6Corps. Detective De La Rosa joined the Fullerton Police
7Department on September 26, 1980; and

2liked to speak with children from neighborhoods heavy with drugs,
3gangs, and prostitution and urge them to be good and stay in
4school; and

5WHEREAS, On June 21, 1990, Detective De La Rosa was
6ambushed and shot five times during an undercover reverse sting
7narcotics operation, but, although gravely injured, was still able
8to return fire and fatally wound one of the suspects before
9succumbing to his injuries. Three other suspects were convicted
10of Detective De La Rosa’s murder and were sentenced to life
11without parole; and

12WHEREAS, Detective De La Rosa is survived by his wife and
13four children. The most important thing in Detective De La Rosa’s
14life was his family; and

15WHEREAS, Detective De La Rosa provided the public with
16exemplary service and dedication to his job throughout his
17nine-year career with the Fullerton Police Department; and

18WHEREAS, It is appropriate to memorialize the service and
19sacrifice of Detective De La Rosa, by designatingbegin delete a portion of
20State Highway Route 5end delete
begin insert the interchange at Interstate 5 and State
21Highway Route 91end insert
in the City of Fullerton in his honor; now,
22therefore, be it

23Resolved by the Senate of the State of California, the Assembly
24thereof concurring,
That the Legislature hereby designates the
25begin delete northbound and southbound lanes of State Highway Route 5 at theend delete
26begin insert interchange at Interstate 5 andend insert State Highway Route 91
27begin delete interchangeend delete in the City of Fullerton as the “Fullerton Police
28Detective Tommy De La Rosa Memorial Interchange”; and be it
29further

30Resolved, That the Department of Transportation is requested
31to determine the cost of appropriate signs consistent with the
32signing requirements for the state highway system showing this
33special designation and, upon receiving donations from nonstate
34sources sufficient to cover the cost, to erect those signs; and be it
35further

36Resolved, That the Secretary of the Senate transmit copies of
37this resolution to the Director of Transportation and to the author
38for appropriate distribution.
